The Local Government Investigations and Compliance Inspectorate is the dedicated integrity agency for local government in Victoria, with the primary role of investigating offences under the Local Government Act 1989 and to monitor councils governance and compliance with the Act.

The Inspectorate has the responsibility to investigate concerns related to council operations including criminal or corruption offences involving councillors, senior council officers or any person subject to the conflict of interest provisions.

The Inspectorate also plays an integral role in local council elections, as the primary agency to receive, assess and investigate matters and offences related to electoral provisions of the Act. This may involve candidates and voters alike and in order to support the democratic process during the 2016 elections, the Inspectorate increased resources to handle a significant rise in complaints and enquiries.

The Inspectorate is the authority responsible for assessing and investigating complaints related to local council elections and potential criminal activity by senior council staff or councillors.

As part of the integrity framework for Victoria, the Inspectorate also works collaboratively with the Victorian Electoral Commission (VEC), the Independent Broad-based Anti-corruption Commission (IBAC) and the Victorian Ombudsman. Each agency plays a significant role and one of the key aims of the Inspectorate is to provide advice and clarity for local government on those roles.

Another key role of the Inspectorate is to promote voluntary compliance with the requirements of the Act and encourage best practice, accountability and transparency in local government.
