First Mortgage and Community Infrastructure program

The First Mortgage and Community Infrastructure program aims to strengthen the economic capacity and sustainability of Aboriginal organisations to move towards self-determination.

Under this staged program, eligible Victorian Aboriginal organisations who own property over which the Minister for Aboriginal Affairs holds a first mortgage may apply to have the mortgage removed.

What types of projects might be funded? 

Category 1: Urgent Repairs and Maintenance Grants (Up to $50,000 plus GST)

Funding for projects for each property owned by eligible Aboriginal
organisations to undertake urgent repairs and maintenance that will
maximise community use of the property.

Category 2: First Mortgage Initiative Grants (Up to $50,000 plus GST)

Funding for eligible Aboriginal organisations to develop a feasibility
study/sustainable business model on the organisation and its assets.

Category 3: Removal of First Mortgage

Eligible Aboriginal organisations can apply for the removal of the first mortgage held by the Minister for Aboriginal Affairs over a property owned by the organisation.

The Aboriginal Community Infrastructure Fund

The Program forms part of the Aboriginal Community Infrastructure Fund, a significant investment from the Victorian Government of $21.7 million to support self-determination and the economic capacity and sustainability of Aboriginal organisations.

This Fund also includes the Aboriginal Community Infrastructure Program, a new grants program that will support Aboriginal organisations to undertake a range of projects, including new community facilities and spaces designed to promote culture, heritage and health and wellbeing.
