Aboriginal Treaty Working Group - Expressions of Interest

Expressions of interest are sought from Victorian Aboriginal Traditional Owners to join the Aboriginal Treaty Working Group.

Purpose of the Aboriginal Treaty Working Group

The Working Group was established in July 2016 to consult with Aboriginal communities and advise the Government on the treaty-making process in Victoria.

Treaty process

The Working Group was instrumental in the development of landmark legislation Advancing the Treaty Process with Aboriginal Victorians Act, which is now law and provides a road map to treaty or treaties in Victoria.

Since the establishment of the office of the Victorian Treaty Advancement Commissioner, the Working Group has now transitioned to a new role of supporting and advising the Commissioner as she leads the establishment of the Aboriginal Representative Body.

Once the representative body is established the Working Group will be disbanded.

Key responsibilities

Under the Working Group’s Terms of Reference (attached to this document), the Working Group’s key responsibilities are to advise the Commissioner on the following:

  • the broad strategic direction and overarching priorities of the Commissioner, consistent with the Commissioner’s objectives and functions as set out in the Commissioner’s establishing instrument
  • the performance of the Commissioner’s functions
  • the content of the strategic plan, subsequent updates, and quarterly reports prepared by the Commissioner

Inclusive in these responsibilities is the Working Group’s role in supporting the Commissioner’s engagement with community.


The Working Group consists of two groups of members:

  • two members each nominated directly by the Federation of Victorian Traditional Owner Corporations, Victorian Aboriginal Heritage Council, Aboriginal Executive Council, and the Koori Youth Council
  • six members appointed by the Minister for Aboriginal Affairs

Expressions of interest are sought for three members to be appointed by the Minister for Aboriginal Affairs.

Key selection criteria

Candidates should be able to demonstrate the following:

  • a strong interest in advancing the treaty process through engagement of the community
  • experience in one or more of the following areas:
    • Aboriginal community engagement and/or representing the Aboriginal community
    • understanding of governance or board structures and responsibilities
    • understanding of treaty-making processes and self-determination

Application process

Expressions of interest for the Aboriginal Treaty Working Group should be emailed to by midnight 7 September 2018.

Applications should include:

  • a current CV
  • a brief cover letter or email of no more than one page that sets out any skills or experience relevant to the Key Selection Criteria

Note: it is not necessary to address all of the Key Selection Criteria in your application. It is sufficient to only address the Key Selection Criteria relevant to your skills and experience.
