Aboriginal Treaty Working Group

The Aboriginal Treaty Working Group was established in July 2016 to consult with Aboriginal communities to develop options for a representative body. It also provides advice to community and government on the next steps in a treaty making process.

The Working Group represents Traditional Owners, state wide Aboriginal community controlled organisations and young Aboriginal people.

The Working Group’s original role was to develop options for a representative body and to provide advice to community and government on the next steps in a treaty making process. 

Final Report on the Design of the Aboriginal Representative Body

In March 2018, The Working Group handed over its final report to the Victorian Treaty Advancement Commission. It made key recommendations on the design of the Aboriginal Representative Body.

The recommendations were informed by the outcomes of community consultation and the Aboriginal Community Assembly. The handing down of the report represents the culmination of the first phase of the Working Group’s role.

What’s next for the Aboriginal Treaty Working Group?

The Working Group role now is to provide strategic guidance and oversight for the Victorian Treaty Advancement Commission. This includes developing a strategic plan.

Both the Working Group and the Victorian Treaty Advancement Commission will dissolve once the Aboriginal Representative Body starts.

Who's in the working group?

The Treaty Working Group comprises of:

  • Eleanor Bourke and Mick Harding nominated by the Victorian Aboriginal Heritage Council
  • Janine Coombs and Jeremy Clark nominated by the Federation of Victorian Traditional Owner Corporations
  • Indi Clarke nominated by The Koorie Youth Council
  • Muriel Bamblett and Wayne Muir nominated by the Aboriginal Executive Council

They are joined by the following people appointed by the Minister based on their personal experience and expertise:

  • Paul Briggs
  • Vicki Clark
  • Aunty Di Kerr
  • Geraldine Atkinson

Jill Gallagher AO was formally co-chair of the Aboriginal Treaty Working Group. In December 2017 she was appointed as the Victorian Treaty Advancement Commissioner.
