Become a registered Learn Local provider

How to apply to be a Learn Local provider, including the registration guidelines and criteria.

Registration of providers identifies eligible organisations to deliver Victorian government funded adult community and further education programs, ensuring there is appropriate access to quality training across all Victorian communities.

Registered Learn Local providers offer inclusive, accessible and flexible pre-accredited training programs for adults to develop their core skills such as literacy, numeracy, English language, employability and digital skills.

At present, applications are only being considered from organisations located in areas with demonstrated local demand combined with an identified gap in provision capacity or capability.

Who can apply?

Victorian not-for-profit organisations can apply to register with the Adult, Community and Further Education (ACFE) Board.

Prior to application, organisations are encouraged to contact their local ACFE regional office to discuss eligibility and identify whether an opportunity exists to meet gaps in provision within their locality, which cannot be met by existing Learn Local providers.

Registered Learn Local providers are eligible to:

  • receive Victorian Government funding to deliver pre-accredited programs
  • apply for other support.

Funding supports Learn Local providers to build their capacity to deliver outcomes for the ACFE Board’s priority learner groups.

Only registered Learn Local providers can apply for a funding contract to deliver pre-accredited programs.

Business and governance status assessment

Organisations registered or wishing to register with the ACFE Board must pass a business and governance status (BGS) assessment.

All organisations are required to follow BGS submission requirements, with the exception of the following:

  1. Registered Training Organisations (RTO) with a current Skills First Contract
  2. Providers operating under the auspices of local government.

All other Learn Local providers are required to have an independent accountant undertake a current assessment of their business and governance status. This includes identifying if they have the business systems in place to manage a funding relationship with the Victorian Government.

The BGS takes place within 3 months of the end of the organisation’s financial year. Late submission of a BGS may impact contracting timelines and payments.
