The Framework Agreement on the Belt and Road Initiative (BRI) agreed between the Victorian Government and the National Development and Reform Commission of the People’s Republic of China in October 2019 builds on the existing BRI Memorandum of Understanding (MOU) signed in October 2018.
The Framework Agreement provides mechanisms for ongoing cooperation and engagement and identifies areas for cooperation under the BRI MOU.
The agreement provides further detail on:
- principles for cooperation
- a coordination and engagement mechanism between Victoria and China
- specific areas for BRI cooperation
- a future Roadmap for cooperation on specific initiatives
The Framework Agreement is not legally binding nor does it bind Victoria to any specific project or initiative.
The Government will consider both Victoria’s and the national interest before agreeing to any specific activity.
