Implementation

The Family Violence Multi-Agency Risk Assessment and Management Framework (MARAM) and the next phase of the Family Violence Information Sharing Scheme began on 27 September 2018, alongside the Child Information Sharing Scheme.

There will be a phased roll-out of these reforms to organisations based on readiness and to allow for knowledge and capability building.

Integrated training, tools, and resources will be provided to support the application of the new schemes and MARAM in practice. See resources for more information.

The following organisations are prescribed:

Organisations prescribed under MARAM, the Family Violence Information Sharing Scheme and the Child Information Sharing Scheme

  • State-funded specialist family violence services including family violence counselling, therapeutic programs and perpetrator intervention
  • State-funded sexual assault services and sexually abusive behaviour treatment services
  • The Orange Door (Support and Safety Hubs)
  • Risk Assessment and Management Panels
  • Child Protection
  • Registered community-based child and family services
  • Out-of-home care services
  • Designated mental health services
  • State-funded alcohol and other drugs services
  • Department of Health and Human Services Housing
  • State-funded homelessness accommodation or homelessness support services (providing access point, outreach and accommodation services)
  • Maternal and Child Health Services
  • Youth Justice and funded programs, including the Youth Parole Board (Secretariat)
  • Perpetrator intervention trials
  • Justice Health and funded programs (for children)
  • Victoria Police
  • Victims of Crime Helpline
  • Victims Assistance Program-funded services
  • Multi-Agency Panels to Prevent Youth Offending

Organisations that are Risk Assessment Entities

Some ISEs are also prescribed as Risk Assessment Entities (RAEs) under the Family Violence Information Sharing Scheme. For a list of organisations that are prescribed as RAEs, please see Chapter 2 of the Family Violence Information Sharing Guidelines.
 

From 2020

Subject to consultation, additional organisations from the health, human services, justice and education sectors are likely to be prescribed under MARAM, the Family Violence Information Sharing Scheme and the Child Information Sharing Scheme.

Information sharing entities (ISE) contact information

As an interim step, some state-wide entities, including those organisations and services in sectors in the Family Violence Information Sharing Scheme in February 2018, will continue to have access to the current online information sharing entities (ISE) list until a redeveloped online option is available.

ISEs funded by the Department of Justice and Regulation, Family Safety Victoria and Court Services can register to have access to the list to access ISE contact information. These workforces can request access to the online ISE list by registering via this link:

The Ministerial Guidelines for the Family Violence Information Sharing Scheme and the Child Information Sharing Scheme provide guidance on which organisations and services are prescribed ISEs and should be referred to any time information is shared under either Scheme.
