Transport bodies under the Transport Integration Act

Section 3 of the Transport Integration Act defines transport bodies as the following:

  1. the Minister for Public Transport and Minister for Roads; Minister for Ports
  2. the Minister administering any other transport legislation in respect of the transport system
  3. the Department of Transport
  4. a Department or public entity engaged in the development of policy in respect of the transport system
  5. the Secretary of the Department of Transport
  6. the Transport Infrastructure Development Agent
  7. the Director of Public Transport
  8. the Director, Transport Safety
  9. the Chief Investigator, Transport Safety
  10. the Public Transport Development Authority (trading as Public Transport Victoria)
  11. the Roads Corporation (VicRoads)
  12. the Linking Melbourne Authority
  13. the Transport Ticketing Authority
  14. the Victorian Rail Track (VicTrack)
  15. the V/Line Corporation
  16. the Port of Melbourne Corporation
  17. the Port of Hastings Development Authority
  18. the Victorian Regional Channels Authority
  19. the Taxi Services Commission
  20. a waterway manager within the meaning of section 3(1) of the Marine Safety Act 2010
  21. the Infrastructure Reference Panel established under section 31 of the Road Management Act 2004
  22. the Essential Services Commission established under section 7 of the Essential Services Commission Act 2001 when it is exercising its functions and powers under any transport legislation in respect of the transport system
  23. a coordinating road authority within the meaning of section 3(1) of the Road Management Act 2004
  24. a committee, board, council, or other body established by the Minister under any transport legislation
  25. a person or body which is declared to be a transport body—
  • by the Act under which the person is appointed or the body is established; or
  • by the transport legislation under which functions or powers are conferred on the person or body—

    either generally or in respect of the exercise of the functions or powers in respect of which the person or body is declared to be a transport body by the Act or transport legislation
  • a public body that is declared to be a transport body under any transport legislation by an Order in Council made under section 4 either generally or in respect of the exercise of the functions or powers in respect of which the public body is declared to be a transport body by the Order in Council.

The following were to be declared a transport body by an Order in Council—

  1. the Regional Rail Link Authority

Section 3 of the Transport Integration Act 2010 defines transport legislation as the following:

  2. Border Railways Act 1922
  3. Bus Safety Act 2009
  4. Bus Services Act 1995
  5. Business Franchise (Petroleum Products) Act 1979
  6. EastLink Project Act 2004
  7. Marine (Drug, Alcohol, and Pollution Control) Act 1988
  8. Marine Safety Act 2010
  9. Melbourne City Link Act 1995
  10. National Rail Corporation (Victoria) Act 1991
  11. Pollution of Waters by Oil and Noxious Substances Act 1986
  12. Port Management Act 1995
  13. Rail Management Act 1996
  14. Rail Safety Act 2006
  15. Road Management Act 2004
  16. Road Safety Act 1986
  17. Transport (Compliance and Miscellaneous) Act 1983
  18. Very Fast Train (Route Investigation) Act 1989
  19. Western Port (Steel Works) Act 1970
  20. Westernport (Crib Point Terminal) Act 1963
  21. Westernport Development Act 1967
  22. any other Act or provision of any other Act which is declared to be transport legislation by that other Act
  23. the Transport Integration Act 2010
