A Regulatory Impact Statement (RIS) has been prepared in relation to the proposed Building Amendment (Continuing Professional Development) Regulations 2024, and Plumbing Amendment (Continuing Professional Development) Regulations 2024. The proposed Regulations will amend the Building Regulations 2018 and Plumbing Regulations 2018 to introduce Continuing Professional Development (CPD) requirements for building and plumbing practitioners.
The RIS explains the drivers behind the introduction of CPD requirements, assesses the likely impacts (costs and benefits) and identifies a preferred option for consultation.
The preferred option in the RIS is a combination approach, where the regulations prescribe a total amount of CPD that must be completed by building and plumbing practitioners within their licence or registration period and mandates a minimum amount of learning be completed in certain subject areas and learning formats. The preferred option also enables practitioners to meet CPD requirements through an approved program delivered by industry. This approach provides flexibility for practitioners to choose how to meet their CPD requirements, while establishing baseline requirements across the industry.
The CPD framework seeks to enhance confidence in the community that practitioners are competent in completing building and plumbing work by ensuring that practitioners maintain and develop their professional knowledge and skills.

You are invited to comment on the RIS and proposed Regulations by making a submission or completing the survey available on the Engage Victoria website.
