As Minister for Children and Early Childhood Development in the Brumby Government, Maxine Morand had responsibility for a wide range of early years services including maternal and child health, kindergarten and early intervention services for children with disabilities.

In 2008, in her role as Minister for Women's Affairs, Maxine introduced the Abortion Law Reform Act 2008. The passage of the legislation decriminalised abortion in Victoria and ensured the law reflected current clinical practice.
