The program is managed and operated by local councils and is part of Victoria’s broader approach to school travel safety. This approach combines infrastructure, education and supervision to support safer journeys to and from school.
Under the program, councils manage school crossing supervisors within their municipal areas. The Victorian Government provides councils with a subsidy for supervisors at eligible school crossing sites.
The program reflects the shared responsibility of state and local government for road safety under the Road Management Act 2004 and Transport Integration Act 2010.
2026-27 State budget funding
In the 2026-27 State Budget, $28.3 million was allocated for one year to support the School Crossing Supervisor Program.
School Crossing Risk Assessment Framework
In 2019, the Department of Transport and Planning (DTP) launched a review to develop a more rigorous safe-system approach to assessing school crossings and identifying suitable treatment options. This resulted in the formulation of the School Crossing Risk Assessment Framework (the Framework).
The Framework is methodology for assessing risks at school crossings and identifying crossing treatment solutions tailored to the site. The Framework involves assessing school crossings, using a broader range of road safety safe system factors including:
- vehicle and pedestrian volumes,
- sight distance and visibility,
- road configuration,
- driver and pedestrian behaviour,
- types of vehicles,
- exiting infrastructure
- surrounding speed zones and
- considers whether alternative safety measures and treatments should be implemented.
The School Crossing Risk Assessment Framework (SCRAF) project has been working with councils across the state to collect data at Children’s Crossing sites subsidised through the School Crossing Supervisor Program (SCSP) since late 2024. We are also collecting data at sites where there are proposed crossings. .
Guidelines
The guidelines governing eligibility for the School Crossing Supervisor Program have been updated.
The guidelines provide for:
- the use of SCRAF to assess new sites
- the continued use of existing program warrants to assess eligibility for a supervisor subsidy at existing sites.

School Crossing Reference Group
In late 2023, the Department of Transport and Planning, in partnership with Local Government Victoria, established the School Crossing Reference Group.
Council representatives and subject matter experts were appointed to the Reference Group through an expression of interest process.
The Reference Group has provided valuable insights into current program challenges and opportunities to support the long-term sustainability of the program.
Its work has supported opportunities to improve school crossing safety, including the development of the Safe Crossings, Safe Kids education pack.
The pack provides school crossing safety information in multiple languages to improve accessibility and engagement with Victoria’s culturally diverse communities.
