2022-23 Quarter 3 Fire Services Outcomes Framework Progress Report

Country Fire Authority (CFA) and Fire Rescue Victoria (FRV) have provided their quarterly fire service performance updates for Quarter 3 (Q3) FY 2022-23 (1 January to 31 March 2023) to inform the Fire Services Implementation Monitor (FSIM) Progress Report.

CFA continues to report against its Year Three Outcomes Framework and has reported on all quarterly indicators where data is available.

FRV reporting continues to be significantly impacted by the cyber-attack in December 2022 and has reported on seven indicators from its Year Two Outcomes Framework. Although FRV continues to work to resolve data access and reporting issues, the lack of data and inability to report results impacts FSIM’s ability to report progress toward FRV’s outcomes.

The Q3 FY 2022-23 Progress Report notes:

  • The recent cyber-attack on FRV IT systems has significantly affected reporting outcomes data. Due to this cyber-attack, FRV reported against seven indicators and reported on six measures retrospectively. FRV noted it would retrospectively report further data in future reporting. FRV is yet to confirm when data will become available for retrospective reporting.
  • CFA reported results outside of its 5% variance for indicators related to suppressing structure fires and controlling bushfires. Grass and scrub fires containment was within the 5% variance but did not meet baseline. CFA did not identify any specific factors that contributed to performance of these indicators. FSIM notes that there is no identified emerging trend and that CFA met or was close to meeting the baseline for these indicators in Q2.
  • There continues to be an ongoing need for CFA and FRV to work together to finalise outstanding Service Level Agreements to address inefficiencies arising from interim administrative arrangements.

FSIM acknowledges CFA and FRV for their ongoing cooperation and active contribution to FSIM’s monitoring and reporting activities.
