The Building Monitor is established as a statutory appointment under the Building Act 1993 to provide a voice for domestic building consumers and advocate for improvements to the building system on their behalf.
The Building Monitor consults extensively with consumers, consumer advocates, researchers, industry experts and government stakeholders to identify improvements to the building system.
The Building Monitor:
- Consults with Victorian consumers, including the Building Monitor’s consumer reference group and other forums.
- Makes recommendations to Government on ways to address problems faced by building consumers.
- Consults and advises department policy makers in the development of building system reforms, policies and changes to legislation or regulation.
- Accesses and analyses data held by government agencies to identify trends and areas where consumers need better protection.
Who is the Building Monitor?
Tina Ngu was appointed as Victoria’s second Building Monitor in October 2025. Tina brings extensive experience engaging with members of the community and advising Ministers and Senior Executives on regulation, consumer protection and urban planning. Tina holds qualifications in urban planning, design and development, and has worked in the built environment industry for close to 20 years with experience in local government, state government and the private sector. She is passionate about making real change and improvements for consumers.
The Building Monitor is supported by the Office of the Building Monitor within the Department of Transport and Planning.

The BPC aims to improve outcomes for homeowners, owner-builders, plumbers, and builders by registering practitioners, managing insurance, and resolving disputes.

Building System Review
In 2019, the Commissioner for Better Regulation was appointed to chair an Expert Panel to conduct a comprehensive review of Victoria’s building legislative and regulatory system.
