From 1 October 2026, information, including guidance and resources, about the Child Safe Standards and Reportable Conduct Scheme will move from the Commission for Children and Young People website(opens in a new window) to the Social Services Regulator (SSR) website.
The only thing you need to change is where you go for information. From 1 October 2026, visit the Social Services Regulator website at ssr.vic.gov.au(opens in a new window) for information about the Child Safe Standards(opens in a new window) and Reportable Conduct Scheme(opens in a new window). Until then, you can continue to rely on the information on the Commission for Children and Young People website.
Why are these resources moving?
In February 2026, the Child Safe Standards(opens in a new window) and Reportable Conduct Scheme(opens in a new window) transferred from the Commission for Children and Young People to the Social Services Regulator as part of reforms to Strengthen child safety. These reforms respond to recommendations from the Victorian Rapid Child Safety review.
For the first time in Victoria, the following schemes are overseen by a single independent regulator.
- Reportable Conduct Scheme(opens in a new window)
- Child Safe Standards(opens in a new window)
- Working with Children Check(opens in a new window)
- NDIS Worker Screening Check(opens in a new window)
Bringing these functions together under one roof at the Social Services Regulator will strengthen Victoria’s child safety system.
For organisations, it provides a one-stop-shop for clear and consistent regulatory information and support.
For the Victorian community, bringing related safeguarding and child safety functions and risk information together strengthens the SSR’s ability to identify risks and prevent avoidable harm to people who use social services and children.
For Child Safe Standards, the SSR works with four sector specific co-regulators, the Department of Health(opens in a new window), Victorian Registration and Qualifications Authority(opens in a new window), Victorian Early Childhood Regulation Authority(opens in a new window) and Workforce Inspectorate Victoria(opens in a new window) to equip organisations across the state with the knowledge and resources to address serious risks to children and provide a positive environment where they can thrive.
The Commission for Children and Young People continues to have critical oversight and monitoring functions and an ongoing focus on promoting the rights, safety, and wellbeing of children in Victoria.
Since February, the Commission for Children and Young People has maintained information about the Child Safe Standards and Reportable Conduct Scheme while this content transitioned to the SSR.
From 1 October, priority information will be available on the SSR website with more guidance and resources to follow.
It’s important to note that there is no change to your responsibilities on 1 October. Nothing except the location of the information is changing – the substance of the guidance remains the same.
