The 2025–26 actual was higher than the target, due to funding allocated following the 2025/26 State Budget for the Forum for Truth and Recognition to implement Recommendation 3 of the Victorian Government's response to the Board of Inquiry into historical child sexual abuse in Beaumaris Primary School and certain other government schools, and expenditure committed by the Violence Reduction Unit. These additional costs are offset by lower than budgeted expenditure on staffing.
