The 2025–26 actual is higher than the target, primarily due to special appropriations funding brought forward from 2026–27 to 2025–26 to enable the VEC to undertake preparation activities for the 2026 state election; and supplementation funding provided to the VEC, largely to lease a new central activity site to support major election events, establish in-house printing capability, address operational cost pressures and meet by-election requirements.
