The Social Services Regulator (SSR) was established as an independent statutory body on 1 July 2024 to ensure that people accessing social services, including children, have stronger protections.
Now, in its second year of operation, the SSR has launched its strategic plan for the next three years.
“The SSR’s 2025–27 Strategic Plan outlines our purpose, principles, and vision - that social services are safe and treat people with agency and dignity,” said Jonathan Kaplan, Social Services Regulator.
“Our work is informed by the perspectives and experiences of those who use, work in and support Victoria’s social services sector. Aboriginal cultural safety is also embedded as a core element of our regulatory approach and in the way we work.”
The 2025–27 Strategic Plan outlines our outcomes, including:
- social service user safety is at the centre of social services delivery
- service providers understand their obligations and deliver safe services
- the SSR is a responsive, proactive and connected regulator
- strengthened and more streamlined regulation
“During our first year, we implemented the new regulatory scheme in consultation with the sector, and supported service providers to transition through guidance, engagement and a streamlined registration process,” said Jonathan Kaplan.
The SSR’s strategic plan includes Strategic Focus Areas that will support the SSR to achieve its outcomes over time, including:
- Regulatory approach
- Peer regulation
- Engagement with service users, providers and stakeholders
- Our people
- Business systems and processes
- Accountability and transparency
