Implementation status of recommendations from all 17 volumes directed at the Victorian Government

The Final Report sets out the Royal Commission findings and recommendations to better prevent and respond to child sexual abuse in institutions, in 17 volumes.

The Victorian Government is working to embed long-term changes in both institutions and the community that safeguard the rights of children, ensure the promotion of their safety in all areas, and allow them to participate in decisions that affect their lives. Figure 2 outlines some of the key reforms undertaken in response to recommendations from the Final Report since 2017.

  • January 2018

    Reportable Conduct Scheme expanded to include religious organisations; boarding school residences; some overnight camps for children; public, denominational and private hospitals, public health services, and other disability service providers that provide services for children.

  • September 2018

    Phase 1 of the Child Information Sharing Scheme commenced, allowing frontline services, such as child protection, integrated family services and Victoria Police, to share information with each other to promote children’s wellbeing and safety.

  • March 2019

    Reportable Conduct Scheme expanded to include education and care services (kindergarten, after hours care).

  • February 2020

    Reportable Conduct Scheme expanded to include school counsellors and people in religious ministry.

  • May 2020

    The Victorian Government launched the Youth Justice Strategic Plan 2020–30

  • November 2020

    The Victorian Parliament passed the Education and Training Reform Amendment (Regulation of Student Accommodation) Act 2020. This expanded the power of the Victorian Registration and Qualifications Authority to regulate school boarding premises and ensure they are child safe environments.

  • April 2021

    Phase 2 of the Child Information Sharing Scheme commenced, broadening the range of organisations that can share information to include for example universal health, education and justice services.

  • December 2021

    Victoria made ‘extended care’ available to care leavers (over 18 years old) through Home Stretch.

  • July 2022

    The new 11 Child Safe Standards commenced from 1 July 2022.

  • October 2022
