AusRAP Star Ratings of Victorian Roads

The Department of Transport and Planning has used the Australian Road Assessment Program (AusRAP) to complete a comprehensive assessment of Victoria’s state-owned roads to understand their safety performance.

More than 24,500 kilometres have been assessed, including 4,650 kilometres of urban roads and 19,850 kilometres of rural roads. Local council-managed roads were not included in the assessment.

In 2023, 71 per cent of travel in Victoria occurred on roads with a 3-star rating or higher. Roads rated 3 stars or above significantly reduce the risk of serious injury or death.

Victoria is working towards the national target of at least 80 per cent of travel on 3-star or better roads by 2030, in line with the National Road Safety Strategy 2021-30.

What are AusRAP Star Ratings

AusRAP star ratings are a simple, objective way to show how safe a road is. They are based on video surveys that capture the road and roadside environment.

Up to 78 different road attributes are recorded for every 100-metre segment and used to calculate the star rating.

There’s a strong link between star ratings and road safety. Roads are rated from 1 to 5 stars, with 5 stars being the safest. Each step up in star rating halves the risk of fatal or serious injury. For example, someone travelling on a 3-star road is half as likely to be killed or seriously injured as someone on a 2-star road.

Case Studies on Star Rating Improvements

Since 2014, road infrastructure projects such as the former Safe System Road Infrastructure Investment Program, have measurably contributed to higher star ratings.

Before-and-after assessments of the Top 20 and Next 16 roads initiatives show:

  • A higher proportion of travel now occurring on 3-star or better roads.
  • Significant reductions in Fatal and Serious Injuries (FSI) and MAIS 3+ serious injury claims.
  • More than 97 per cent of travel on treated roads now rated 3-star or better.
  • The Top 20 roads recording 77 per cent fewer fatalities and a 50 per cent reduction in serious injuries.
