Life in Residential Parks

The Commissioner worked with Consumer Policy Research Centre on a research project about conditions for people living in residential parks in Victoria.

Residential parks are areas of land where people who own dwellings (caravans, movable cabins or other types of dwellings) rent a site in the park for their dwelling.

Consumer Policy Research Centre (CPRC) conducted extensive research with residents and operators of residential parks in Victoria. The Manufactured Home Owners Association of Victoria and Housing for the Aged Action Group partnered with us to provide advice and links to residents living in the parks.

  • The experience of residents living in residential parks across Victoria.
  • Key concerns around site agreements, fees, and maintenance.
  • Opportunities to improve regulation and resident protections.
  • Recommendations for reform.

The project was made possible by funding and support from the Victorian Government. The report was launched by the Minster for Consumer Affairs, the Hon. Nick Staikos MP, in August 2025.
