Priority initiatives
The 2026-27 Mission Delivery Plan (MDP) sets out the priority cyber security initiatives the Victorian Government will pursue during 2026-27 to improve government cyber resilience, build cyber safe communities and support a vibrant cyber economy for Victoria.
The MDP responds to an increasingly complex cyber threat environment and builds on existing commitments. The Plan focuses on strengthening whole-of-government capability, enabling secure digital transformation, improving preparedness for cyber threats and emerging technologies, and deepening collaboration across government, industry and the community.
The MDP complements national efforts under the 2023–2030 Australian Cyber Security Strategy and reflects Victoria’s contribution to shared cyber security priorities, including cyber resilience, secure technology adoption and stronger cross-jurisdictional collaboration.

1. Reducing the risk of adverse cyber security events on government systems and services
Actions the Victorian Government will undertake to deliver on this priority:
- Provide expert cyber incident response, digital forensics, cyber threat intelligence, consequence management and coordination support to Victorian Public Sector (VPS) organisations through a central cyber response service.
- Develop a suite of adaptable resources to support Victorian Government entities to exercise their cyber security incident and emergency management arrangements end-to-end.
- Commence development of a centralised Security Operations Centre capability to strengthen cyber monitoring, threat detection and coordinated response across government.
- Strengthen the security of Victorian Government systems through whole-of-government attack surface management capabilities that identify cyber vulnerabilities before they can be exploited.
- Enhance cyber risk visibility, situational awareness and executive decision-making through improved reporting, data analytics, intelligence sharing and integrated risk insights.
- Support ICT reform through Cenitex by embedding contemporary cyber security capabilities into shared government technology services to strengthen resilience and improve service consistency.
- Deliver a Quantum Readiness Program, including mapping the state’s critical assets, to support long-term preparedness across government.
- Develop and implement a whole-of-government supply chain cyber risk management maturity model to support consistent assessment, monitoring and management of cyber risks associated with third-party providers and critical suppliers.
- Develop and implement whole-of-government approaches to the secure adoption of artificial intelligence (AI), including guidance, assurance mechanisms and monitoring of emerging AI-related cyber risks.
- Expand the Cyber Portal to improve the efficiency and consistency of cyber security delivery across government by supporting the sharing and reuse of assessments, assurance activities, guidance and common tools.
2. Boosting cyber security skills, talent and career pathways
Actions the Victorian Government will undertake to deliver on this priority:
- Continue to partner with education providers and industry to strengthen entry-level cyber security career pathways through the Certificate IV in Cyber Security.
- Coordinate whole-of-government partnerships with industry and training providers to deliver cyber security capability development initiatives at scale across the VPS.
- Continue to grow the local pool of cyber talent through Victorian Government skills initiatives such as Digital Jobs, Skills Solutions Partnerships and Free TAFE (Certificate IV in Cyber Security).
3. Supporting the continued growth of Victoria’s cyber industry
Actions the Victorian Government will undertake to deliver on this priority:
- Provide opportunities for Victorian cyber businesses to connect with domestic and international markets through trade missions, conferences and strategic industry engagement.
- Strengthen Victoria’s reputation as Australia’s leading cyber jurisdiction through continued participation in the Australian Cyber Conference (CyberCon).
- Support emerging technologies, innovation and research that contribute to the continued growth, competitiveness and resilience of Victoria’s cyber industry.
- Continue to position Victoria as a destination for cyber investment, specialist talent and advanced digital capability.
4. Building improved cyber security resilience for the community and across industries
Actions the Victorian Government will undertake to deliver on this priority:
- Continue to prepare Victoria for significant cyber security incidents and emergencies by exercising and refining the Cyber Security Incident Management Plan and the State Emergency Management Plan Cyber Security Sub-plan.
- Continue to promote cyber security awareness among Victorian small and medium businesses through Business Victoria’s digital engagement channels.
- Work in partnership with the Commonwealth, industry and community stakeholders to deliver cyber resilience initiatives that improve awareness, build capability and support Victorian communities to manage cyber risks and harms.
