Mission Delivery Plan 2025-26

The Mission Delivery Plan reflects continuing priorities across the two-year period, as well as new priorities for 2025-26.

The Victorian Cyber Strategy 2021 (the Strategy) was established to create a cyber safe Victoria. It guides the Victorian Government’s work to build improved cyber security resilience for government, industry, and the community.

Priority initiatives

The 2024-25 Mission Delivery Plan (MDP) sets out priorities the Victorian Government would pursue over 2024-25 and 2025-26 to improve government cyber resilience, build cyber safe communities and a vibrant cyber economy for Victoria.

The MDP reflects continuing priorities across the two-year period, as well as new priorities for 2025-26.

  1. Reducing the risk of adverse cyber security events on government systems and services

Actions DGS will undertake to deliver on this priority:

  • Provide expert cyber incident response, cyber threat intelligence, consequence management and the coordination of technical and operations support to the Victorian Public Sector (VPS).
  • Work with the Commonwealth to operationalise new cyber security information sharing obligations that were introduced in the Cyber Security Act 2004 (Cth) and recent amendments to the Intelligence Services Act 2001 (Cth).
  • Deliver a State Controller Program for cyber security emergencies, to uplift DGS’ capability and capacity to respond to cyber security emergencies.
  • Develop a Cyber Consequence Management Framework that supports Victorian government agencies to deliver a consistent and comprehensive response to cyber security incidents that minimises risks and harms to government and communities.
  • Embed better practice throughout the VPS on the safe and ethical use of Artificial Intelligence (AI) by finalising and rolling out the VPS AI Assurance Framework.
  • Improve supplier risk management practices across the VPS to help reduce and mitigate supply chain risks by establishing a WoVG supply chain risk management program.
  • Deliver an editable cyber security awareness program that can be leveraged by all Victorian public sector organisations to mitigate human-related cyber risks.
  • Continue working with Victorian Managed Insurance Authority to deliver the Victorian Government Cyber Maturity Benchmark across VPS.

  1. Boosting cyber security skills, talent and career pathways

Actions the Victorian Government will undertake to deliver on this priority:

  • Partner with education providers and industry to develop a sustained VPS cyber pathway program for the Certificate IV in Cyber Security.
  • Deliver a Global Cyber Talent Migration Support pilot to undertake targeted promotion to encourage high-skilled cyber workers to relocate to Victoria and connect them with interested employers to address critical skills needs.
  • Explore additional opportunities to strengthen career pathways into cyber security with a focus on ensuring a diverse cyber workforce.

  1. Supporting the continued growth of Victoria’s cyber industry

Actions the Victorian Government will undertake to deliver on this priority:

  • Provide opportunities for Victorian businesses to connect with international markets through events such as trade conferences.
  • Strengthen Victoria’s reputation as the cyber capital of Australia by continuing the Victorian Government's engagement program for CyberCon and enhancing the attractiveness of Victoria's cyber sector to global partners.

  1. Building improved cyber security resilience for the community and across industries

Action DGS will undertake to deliver on this priority:

  • Continue to prepare Victoria for significant cyber security incidents and emergencies by exercising the Cyber Security Incident Management Plan and State Emergency Management Plan Cyber Security Sub-Plan.
