Transport pledge
As the transition to zero-emission vehicle (ZEV) technology gains pace, the Transport Sector Pledge 2026-2030 puts in place measures across the freight and passenger transport system that will deliver significant emissions reduction beyond 2030.
Our pledge includes clear actions that reduce emissions for a cleaner future.

Transport Adaptation Action Plan
We’re now seeking feedback on Victoria’s draft Transport Adaptation Action Plan (AAP) 2027-31.
This action plan is the second in a series of five-year plans guiding Victoria’s climate resilience to 2050.
It sets out three key actions to support a resilient transport system:
- ensure climate considerations are an important part of transport infrastructure planning and design
- embedding climate risk into maintenance and operations
- improving responses to extreme weather events.
This approach builds on the first Transport AAP 2021-26, which focused on preparing for adaptation across the transport system lifecycle and outlined strategies to respond to climate-related risks.
The draft action plan is also one of eight 2027-31 Adaptation Action Plans supported by Victoria’s Climate Change Strategy 2026-30.
Together, these action plans aim to ensure Victoria’s climate resilience transport, now and in the future, across Victoria’s eight key systems – built environment, education and training, health and human services, natural environment, primary production, the water cycle and energy.
Subsequent AAPs will be prepared every five years, as required by the Climate Change Act 2017(opens in a new window).
