About Freight Victoria
Freight Victoria was established within the Department of Transport and Planning in 2018 to deliver the Victorian Freight Plan.
The Ports and Freight Portfolio plans, provides, operates and maintains the freight and ports system consistent with the objectives and principles of the Transport Integration Act 2010 (TIA).
Freight Victoria supports an efficient, safe and sustainable ports and freight transport system, including coordinating freight and logistics development and implementing the Victorian Freight Plan.
Freight Victoria is the central contact for industry, local government and stakeholders on ports, freight and logistics, supporting coordination and development across Victoria’s freight network.
The Victorian Freight Plan 2025-30: Victoria Delivers
The Victorian Freight Plan 2025-30: Victoria Delivers outlines how we plan to meet increasing freight demand as Victoria's population and freight volumes continue to grow. The plan identifies priorities to support network efficiency, safety and reliability.
Freight connections play an important role in supporting Victoria's businesses and communities.
Victoria's freight task is projected to increase from around 440 million tonnes in 2020-21 to 908 million tonnes by 2050-51.
The plan also considers factors affecting the freight sector, including decarbonisation, technological developments and the use of data to support freight network operations. It details the actions and priorities that will guide freight and supply chain development in Victoria over the next five years.
Developing the Victorian Freight Plan 2025-30: Victoria Delivers
The Victorian Freight Plan 2025-30: Victoria Delivers was developed in consultation with stakeholders from the freight and logistics supply chain.
Since the last freight plan was published in 2018, the volume, mass and speed of freight carried on Victoria’s freight network have increased.
Pandemic impacts, global conflict, and local disruptions have magnified the importance of supply chains. Engaging with industry to understand issues, identify priorities for action, and discuss how to measure success was crucial to guiding the plan’s development.
The wide-ranging engagement attracted over 200 potential actions for consideration. The team considered all feedback in developing the plan. An overview of the Conversation Summary is provided below.
The team developed the plan in parallel with the review of the National Freight and Supply Chain Strategy and other jurisdictions updating their freight plans, ensuring national consistency and collaboration.
Freight on Track: Victorian Rail Freight Plan 2026-2036
The Victorian Rail Freight Plan was developed in consultation with Government, industry and customers, and aims to strengthen the freight sector.
The plan includes actions to enhance the rail freight network's capacity and efficiency, promote greater rail use, and help reduce emissions while addressing Victoria's freight needs.
The Rail Freight Plan was a key strategic objective in the updated Victorian Freight Plan, released in August 2025.
