Applications are now open for the Porter Davis Homes Customer Support Payment Scheme.

The Victorian Government announced a support payment scheme for eligible Porter Davis Homes Group Pty Ltd and associated entities (Porter Davis Homes) customers following the liquidation of Porter Davis Homes.

Eligible Porter Davis Homes customers include people who entered into a Housing Industry Association (HIA) Domestic Building Contract and paid a deposit for the building of their home in Victoria but were left without domestic building insurance, as a result of Porter Davis Homes breaching its obligations.

This one-off payment scheme is being administered by the Department of Government Services (DGS).

How the support payment works

To receive a payment, eligible Porter Davis Homes customers must complete an online application form and provide the required supporting documents. All applications will be assessed by the DGS, and customers will be notified of the outcome.

Those eligible for the scheme must then complete a further form agreeing to the terms and conditions for the support payment, which includes agreeing to assign to the State of Victoria their rights under their building contract with a Porter Davis Homes Group company before receiving a support payment. Specifically, this means you cannot claim for the recovery of your deposit through the liquidation process to the extent that you have received a support payment through this program to cover your loss.

Payments will be paid up to 5 per cent of the total Domestic Building Contract value. This is in line with the legal maximum deposit permitted under the Domestic Building Contracts Act 1995.


To be eligible for the support payment scheme, you must be a Porter Davis Homes customer who does not have domestic building insurance, as a result of Porter Davis breaching its obligations, and:

  • signed a HIA Domestic Building Contract for the build of their home in Victoria,
  • paid a deposit (as a lump sum or instalments) under a HIA Domestic Building Contract to Porter Davis Homes
  • have not had a building permit issued in relation to their project.

Supporting documents

You must provide copies of the following documents to support your application:

  • signed Porter Davis Homes HIA Domestic Building Contract
  • receipts/statements showing payment/s of your deposit to the Porter Davis Group.

Application process

Applications opened on 29 May and will close at 4pm on 29 August 2023. The application process is outlined below:

Step 1 – Application submitted

Step 2 – Application assessed (more information requested, if required)

Step 3 – Outcome notification. Most applications should be processed within a few weeks, depending on the complexity of the application it could take up to a maximum of 90 days from receiving all required documents

Step 4 – Terms and conditions form signed and bank details submitted for payment

Step 5 – Payment made.
