What is the In Progress and Ready to Build program?
As part of the Big Housing Build, we are investing $948 million to deliver over 1800 more social and affordable homes.
The programs will deliver significant investment into new social and affordable housing to provide long-term housing for Victorians currently on the Victorian Housing Register and address future housing needs. We’re boosting supply across regional locations, youth housing, larger households and affordable housing.
The programs call on developers and builders in targeted areas of Victoria to put forward proposed dwellings that could be turned into social or affordable housing.
What has the program achieved to date?
Homes Victoria is partnering with landowners and developers to deliver a range of new or in-progress residential dwellings that will be used for social and affordable housing across Victoria by the end of 2023.
More than 1,100 homes have already been purchased under the landmark $5.3 billion Big Housing Build program, including 590 homes in ready to build projects – many of which were struggling to make pre-sales and wouldn’t have gotten off the ground.
The Big Housing Build has also purchased 514 already built homes, to help get people into a home faster.
The program continues with a forward program to assist its completion.

Regional Purchase Program
What are we aiming to achieve?
Homes Victoria is seeking proposals from landowners and developers to purchase a range of new or in-progress residential dwellings as well as developable land to support the delivery of new social and affordable housing in regional Victoria by the end of 2023.

Larger Households Expression of Interest (EOI)
What are we aiming to achieve?
The Larger Households EOI program will secure brand new 4, 5 and 6 bedroom homes across Victoria in growth areas to assist the demand of Victoria’s growing population to ensure access to greater housing diversity and choice in locations close to community, services and amenities.
Youth Housing Capital Program
What are we aiming to achieve?
Homes Victoria is seeking innovative proposals to support the growing need for youth housing as there is currently an undersupply of safe and secure housing options for young people in Victoria.
This program will secure a range of housing options for young people to support the next generation of Victorians with safe and secure housing opportunities.

Affordable Housing Program
What are we aiming to achieve?
Homes Victoria is aiming to deliver affordable homes to help social housing tenants enter into homeownership and secure a residence.
The program is expected to be released early 2022.
