Inquiry into workplace surveillance final report
The final report of the Legislative Assembly Economy and Infrastructure Committee’s Inquiry into workplace surveillance was released on 13 May 2025.
The report includes 29 findings and 18 recommendations. It concluded that workers are increasingly being subjected to surveillance and that Victorian laws must keep pace with changes that have occurred not only in Victoria, but globally, with rapid and unprecedented technological advances.
The work of the Inquiry
The Government referred the Inquiry to the Legislative Assembly Economy and Infrastructure Committee in May 2024.
The Inquiry examined surveillance practices in Victorian workplaces, assessed existing laws, and sought to understand how these are impacting on workers. It received over 40 submissions and held four public hearings in which it heard from 38 stakeholders.
Government response
The Victorian Government welcomes the Inquiry report, which provides a comprehensive review of existing surveillance laws and practices in Victoria.
The Government’s response to the Inquiry recognises the need for reform. It supports 15 recommendations in principle while 3 recommendations are to be reviewed further in the context of overlapping work on complex privacy and data protection reforms.
The Government’s response paves the way for the development of a comprehensive modern framework with common-sense safeguards to regulate the use of workplace surveillance and protect the rights and privacy of workers, while carefully balancing this with the legitimate and beneficial uses of workplace surveillance by employers in certain circumstances.

Work will commence immediately to implement the Government’s response, including detailed consideration of new laws that reflect the significant developments in workplace surveillance technology and application.
