I am excited to announce the launch of the Multicultural Venues Program.

The Victorian Government remains committed to providing safe, accessible and culturally appropriate spaces for our multicultural communities.

This new program will support this endeavour by providing funding to multicultural community organisations to hire venues for community meetings and gatherings.

By contributing towards the cost of community gatherings and meetings, we are empowering communities to meet regularly in-person. These connections strengthen cultural identity, foster a sense of belonging and build the social cohesion that underpins thriving multicultural communities.

Having spaces to gather is key to enable Victoria’s multicultural communities to continue making social, cultural and economic contributions to our state every day.

I encourage eligible multicultural community organisations to apply for this important program. Together, we can continue to honour and preserve our cultural diversity and ensure that every Victorian feels a sense of belonging.

Introduction and program objective

The Multicultural Venues Program (the Program) offers grants to multicultural community organisations towards venue hire for the purpose of regular community or organisation activities.

These activities must support Victoria’s multicultural communities to:

  • come together and share their history and traditions
  • build connections and networks within their community.

The Multicultural Venues Program will offer grants of up to $5,000.

Important information to consider

  • Grant funds can only be used to pay for the costs of hiring a venue.
  • No other costs associated with the activities to be held at the venue can be supported by grant funds.
  • The program is intended to support regular venue hires such as weekly or monthly hires, it does not support venue hire for annual performances, events or festivals.
  • If venue hire costs are greater than the grant amount offered, the applicant organisation pays all costs above the grant amount.
  • Eligible venues include, for example, community halls and centres; council facilities and meeting rooms, museums, theatres, galleries, and sport facilities.

Multicultural community organisation

A Multicultural community organisation is an organisation that is governed, managed, and primarily led by members of a specific multicultural ancestry, cultural, language, or faith community. Its primary purpose is to support, represent, and respond to the needs, interests, customs, traditions, and wellbeing of people from that particular multicultural community. The organisation may deliver activities, services, programs, advocacy, or community connections that strengthen and preserve the cultural, linguistic, religious, or social identity of its members.

Venue

A venue is a space / room / facility / building available for hire to multicultural community organisations. The venue must be owned and operated by a not-for-profit community or public sector organisation.

Hire

Hire refers to the applicant organisation paying for a venue for a specific time period in which to undertake a specific activity.

Funding available and key information

Grants of up to $5,000 are available. No matched funding is required.

Applicant organisations must have been incorporated before 16 March 2026.

The Program supports regular, smaller-scale hires - such as hire of meeting rooms or a venue for community activities, rehearsals, organisation meetings - primarily for organisation members.

Funding cannot be used to hire a hall or venue for festivals or other events, such as cultural festivals or celebrations, concerts or performances. Applications for festival and event support should be made to the Multicultural Festivals and Events program.

The Program does not support hiring private commercial facilities such as hotels, restaurants/cafes or function centres.

Funding is discretionary - there is no guarantee you will receive funding or the amount you request.

Funding priorities

The Victorian Government acknowledges the additional challenges faced by some communities and is committed to prioritising the following groups:

  • applications from organisations located in rural and regional Victoria* (up to 20% of available funding).
  • applications from organisations owned and managed by priority new and emerging communities (up to 30% of available funding). The priority new and emerging community eligibility refers only to the countries and ethnicities listed on our priority list **.

50% of the program budget is allocated for all other multicultural communities and any underused funding from the priority groups will also be made available to other organisations.

Applicants can claim funding priority status in the application form and DPC will check during assessment.

*Regional Victoria includes Barwon South West, Gippsland, Grampians, Hume and Loddon Mallee.

**The Department of Premier and Cabinet (DPC) has identified a prioritised list of new and emerging communities. Many of these communities are part of Australia’s Refugee and Humanitarian Programs. The list comprises both countries of origin and ethnicities. To be eligible as a priority new and emerging community, the organisation must primarily identify with one of the countries or ethnicities on the list.

Supporting Community Diversity

The Multicultural Venues Program aims to support diversity among Victoria’s multicultural communities and encourage organisations to take an inclusive and intersectional approach. All applicants are encouraged to consider the diverse needs and experiences of community members including, for example, women, seniors, LGBTIQA+ people, youth, and children.

Eligibility overview

To be eligible to apply for funding, your organisation’s application must meet the following eligibility criteria:

  • Organisation eligibility: meet all the organisation eligibility criteria.
  • Venue eligibility: hire a local council, state government or not-for-profit venue.
  • Grant activity eligibility: venue hire is the only eligible grant activity that aligns with the aim of the Program.
  • Mandatory document: submit a completed Hire Activities Plan.

Only eligible applications will be considered for funding.

Organisations are limited to one application. If more than one application is submitted, the department will only consider the first application, and all other applications will not be accepted.

Who is eligible to apply for a grant?

To apply, your organisation must meet all the criteria in the table below.

If you are an unincorporated association or community organisation without an ABN, you can apply using an auspice but specific rules apply. See “What is an auspice arrangement” for more information.

DPC will validate this by checking each applicant organisation’s incorporation documents and an on-line search for information about the applicant organisation.

Time Established

Your organisation must have been operating/in existence for at least six months before 16 September 2026.

DPC will validate this by checking your organisation’s Australian Business Number (ABN) and incorporation were both registered before 16 March 2026.

Your organisation must be up-to-date with all requirements for grants your organisation currently has from Multicultural Affairs.

Who is not eligible to apply for a grant?

Organisations that are not eligible to apply include:

  • any organisation which is not a Multicultural community organisation
  • unincorporated legal entities (unless applying with an eligible auspice)
  • individuals and sole traders
  • organisations that are commercial enterprises or set up to make a profit (except social enterprises)
  • public or private companies limited by shares (unless a foundational document can prove not-for-profit status)
  • registered pre-, primary and secondary schools – (NB: community language schools are eligible.)
  • Local Government Authorities (LGAs) – unless acting as an auspice
  • political organisations
  • organisations that are primarily service providers (such as health, aged care or NDIS providers)
  • organisations delivering activities that are the responsibility of another Victorian Government portfolio or department
  • organisations that have not complied with the terms and conditions of previous grants.

Venue eligibility

What venues can be hired with Multicultural Venues Program grant funding?

Eligible venues for hire – what will be funded

Only venues owned and operated by Victorian councils (local government), state government, multicultural community organisations and not-for-profit organisations are eligible to be hired.

Eligible venues with spaces for hire include:

  • community centres, halls, and hubs
  • facilities which belong to other multicultural community organisations
  • local council owned and operated facilities
  • neighbourhood houses
  • youth centres
  • camp facilities
  • museums and galleries
  • theatres
  • sports clubs and sporting facilities
  • government schools (public or state)
  • council or state government function centres and venues

Ineligible venues – what will not be funded

Ineligible venues include:

  • venues located outside of Victoria
  • private sector venues such as hotels, bars, restaurants, cafes, function centres and event venues
  • private residential homes
  • non-government schools
  • any accommodation rooms/facility.

Grant activity eligibility

What can Multicultural Venues Program grant funding be used for?

The grant funds can only be used to support payment of venue hire fees at eligible venues.

No other costs associated with the activities to be held at the venue can be supported by grant funds.

All other costs such as public liability insurance, cleaning, food and beverages, or other third-party contractor costs such as audio visual and equipment hire or staffing or security costs are not eligible to be paid with grant funds and must be paid by the applicant organisation.

The cost of staffing or security employed directly by the venue or bumping-in / bumping-out costs or specific audio visual or lighting equipment hire costs charged directly by the venue are considered eligible and part of the venue hire costs if they are part of the venue hire fee invoice.

If venue hire costs are greater than the grant amount offered, the applicant organisation pays all costs above the grant amount.

Applicants must also agree to:

  • pay any and all additional charges by the venue agreed when booking such as (but not limited to) deposit, bond and cancellation charges.

What kind of activities can your organisation undertake at the venue being hired?

Your application needs to describe the activities your community will undertake in the hired venue.

The activities to be undertaken at the venue(s) being hired should be clearly consistent with:

  • your organisation’s purpose and regular activities
  • the Program objectives for activities to support Victoria’s multicultural communities to:
  • come together and share their history and traditions
  • build connections and networks within their community.

Activities listed in the application or Hire Activities Plan which DPC consider outside of this scope may lead to the whole application being rejected.

The Multicultural Venues Program funds venue hires in which community organisations and their members can undertake regular meetings and activities.

Funding cannot be used to hire a hall or venue for festivals or other events, such as cultural festivals or celebrations, concerts or performances. Applications for festival and event support should be made to the Multicultural Festivals and Events program.

Possible venue hire and activity examples

Example 1: Regular, weekly hire in a council venue

Total Hire Cost: $6,000 (regular/recurring hires)
Grant Amount Requested: $5,000

Hire and activity summary

  • A Chinese community organisation in Glen Waverley hires a meeting room in a Monash Council community hall for three hours every week for four months at $62.50 per hour.
  • The organisation runs a series of health and wellness seminars along with health and social activities such as Tai-Chi and Mahjong.
  • The hiring of the venue provides an environment for women to access health education and social connection opportunities – sometimes using their Chinese language capabilities.

Example 2: Six rehearsal hires in two venues

Total Hire Cost: $7,500 (two hires)
Grant Amount Requested: $5,000
Food and beverage Costs at rehearsal venues: $1,000 – Ineligible for grant, applicant pays these costs.

Hire and activity summary

  • A large Indian community organisation with temple communities in both Wyndham and Frankston is preparing for an annual cultural day to be held at Federation Square.
  • There will be dances, singing and music from different age groups on the main stage and the two communities need to rehearse and practice to be ready for the cultural day.
  • The organisation books three afternoons of venue hire for rehearsals for both temple communities –
  • Wyndham City Council’s Eagle Stadium in Werribee (3x afternoon hires = $4,000)
  • Frankston City Council’s Sports Centre in Carrum Downs (3x afternoon hires = $3,500)
  • The cost of hiring Federation Square for the annual cultural day is not eligible for support from the Multicultural Venues Program – but the organisation has applied for support to help cover the annual cultural day’s costs from the Multicultural Festivals and Events Program.
  • These two venues are not-for-profit and so grant funds can contribute to both these hire costs.
  • “Lux Audio” is a third-party contractor which is also hired for $900 to bring audio / PA systems into the venues for the rehearsals. This is an additional cost to the venue hire cost and so the applicant organisation must pay this cost in full – grant funds cannot be used.

  • In the template you must include information on your planned hire dates, the proposed hire venue(s), a description of the planned activities, and the confirmed hire costs.
  • Applicants must clearly identify how the grant funding (and any matched funding contribution) will be applied against each venue hire.
Auspice Applications – the Hire Activities Plan and an Auspice letter
The following document is also mandatory for Auspice applications. It must be attached for your application to be eligible and to be considered for funding.

  • receive and distribute the grant money on your behalf
  • make sure your venue hire and activities happen as described in your application and Hire Activities Plan
  • submit progress and final reports on time.

Assessment process overview

How your application will be assessed

The program is primarily assessed on eligibility criteria.

All applications will be checked to make sure they meet the eligibility requirements.

When final funding recommendations are being prepared, the department will also consider:

  • the scope of an application with respect to the objectives of the Program
  • the funding priorities to support regional organisations and priority new and emerging communities
  • the diversity and relative proportions of multicultural communities and the range of project locations - to support equitable access to the program from across Victoria.

If your application is successful, the funded amount may be less than you requested. Applicants should consider other funding sources in case your application is unsuccessful or partly funded.

DPC administers the Program and may make retrospective changes to the program guidelines.

Application outcome

All applicant organisations will be advised whether their grant application is successful or not in writing.

All decisions by DPC are final. This includes decisions on any aspect of the funding application, eligibility and assessment process and:

  • any decision to offer or award a grant under this program
  • any decision to withdraw the offer or cancel the grant funding agreement.

Submit your application by completing the online application form

You must answer all the questions. Incomplete applications will not be eligible.

Complete and submit the mandatory Hire Activities Plan document - and provide an Auspice letter if your organisation requires an Auspice organisation.

If you do not attach the mandatory document(s), your application will be ineligible.

Only applications providing a completed application and the mandatory document(s) will be assessed.

The Grants Portal, where applications are made, closes electronically at 3pm and so all applications must be completed with all attachments already uploaded before 3pm.

Late applications cannot be accepted.

You will be notified of the outcome of your application once all applications have been assessed – likely between late October to early November 2026.

How to strengthen your application

Applicants can strengthen their applications by responding carefully to all questions in the application form. This will help assessors clearly understand:

  • the purpose of your organisation
  • the proposed plan of venue hire(s)
  • the activities which will happen during the venue hire(s) and
  • the benefits for multicultural community participants from the activities and venue hire(s) proposed.

Applicants must attach a completed Hire Activities Plan. Only applications providing this mandatory document will be assessed.

Ensure the required Hire Activities Plan template clearly identifies the proposed hire venue(s), funding sought, date(s) of hire, and activities planned for the proposed hire(s).

Successful grants

If your application is successful, project details (project name, description and successful grant amount) will be published on the Multicultural Venues Program webpage.

Funding agreements

If successful, you must enter into a Victorian Common Funding Agreement (VCFA) with the department within a specified timeframe. If a funding offer is not accepted during this period,
it may be withdrawn. The VCFA outlines:

  • the grant’s terms and conditions, including use of funds
  • any key milestones, deliverables, and due dates
  • applicable department policies, including the Victorian Government Values Statement
  • that all funded activities must be completed by or earlier than the date specified in the VCFA
  • reporting requirements – organisations will need to submit all required grant reports.

Funding conditions

All organisations supported through the program must have active public liability insurance with a minimum cover of $10 million for any one incident. Organisations may be required to submit evidence of their public liability insurance.

Grant funds cannot be used to pay for public liability insurance.

Successful organisations will be paid as outlined in the VCFA.

A note about GST

How GST is applied to a grant is determined by whether the applicant organisation is registered or not registered for GST.

  • GST-registered organisations: grant amounts are calculated as excluding GST. The GST will be paid in addition to the grant amount.
  • Non-GST-registered organisations: grant amounts are calculated as including GST. The GST will be paid as part of the grant amount.

A note on return of funds

For the Program, the only eligible use of grant funds is towards payment of venue hire costs. The department’s return of funds procedure requires significant additional time and documentation from successful recipients.

It is highly recommended that applicants avoid the return of funds process by requesting only the minimum grant amount which exactly meets their venue hire costs.

  • Applicants are expected to seek value for money when using public grant funds.
  • Applicants must seek to avoid any waste of public grant funds and need to plan ahead when making an application so that they request only the minimum funding needed.
  • Grant funds not spent on the eligible activity, and any unspent or leftover grant funds must be declared and returned in full to the department.
  • Applicants should only request “up to” the maximum amount of grant funding they need.

Acknowledging the Victorian Government’s support

Successful organisations need to acknowledge the Victorian Government’s support of your project. Promotional guidelines form part of the VCFA. They include the requirement that all activities acknowledge Victorian Government support through logo presentation on any activity-related publications, media releases, social media or promotional material.

Auspice arrangementAn auspice arrangement is when a larger organisation partners with a smaller organisation to manage the funding agreement and agreed grant activities on behalf of the smaller organisation. Auspice organisation

An auspice organisation is an organisation which manages grant funding on another organisation's behalf. This will include taking responsibility on behalf of the grant recipient organisation (the applicant organisation) to:

  • sign the grant agreement
  • take legal and financial responsibility of the grant on your organisation’s behalf
  • receive and distribute grant funds under the grant agreement
  • ensure all grant activities or events are completed
  • submit progress and final reports.
Department of Premier and Cabinet (DPC)The Department of Premier and Cabinet – Multicultural Affairs Programs and Partnerships branch (the department) operates the program.
Eligibility AssessmentDPC will check whether an organisation meets the basic rules or requirements to take part in a program or grant. This will include on-line checks of both state and national registers and website and other internet content checks.

MVPMulticultural Venues Program (the Program)
New and emerging communities

Communities of migrants and refugees that have recently arrived in Australia. These groups may need extra support in the settlement process. The main identifiers are:

  • a lack of established family networks, support systems, community structures and resources
  • unfamiliarity with mainstream services and challenges in accessing these services.

The Department of Premier and Cabinet (DPC) has created a prioritised list of new and emerging communities. To be eligible as a new and emerging community, the organisation must primarily identify with one of the countries or ethnicities on the new and emerging priority list:

Afghanistan, Arakanese, Assyrian, Bhutanese, Burundi, Chaldean, Chin, Colombian, Democratic Republic of Congo, Djibouti, Eritrea, Ethiopia, Hazara, Iran, Iraq, Karen, Kenya, Kurds, Liberia, Myanmar, Palestine, Papua New Guinea (PNG), Pashtuns, Pasifika communities, Republic of Congo, Rohingya, Rwanda, Sierra Leone, Somalia, South Sudan, Sudan, Syria, Tajiks, Timor Leste, Uganda, Ukraine, Uzbeks, Yazidi, Yemen.

Not-for-profit organisationAn organisation that does not work to make money for its owners or members whether directly or indirectly. A not-for-profit organisation can still make a profit, but this profit must be used to achieve the purposes of the organisation - not given to owners, members or private individuals.
Public liability insurancePublic liability insurance protects your organisation or community group if someone from the public is injured or their property is damaged because of your activities. It helps cover the costs of claims or legal action.
Regional VictoriaThese are the five regions listed in the Regional Development Victoria Act 2002: Barwon South West, Gippsland, Grampians, Hume, Loddon Mallee.
Social enterprise

An organisation:

  • being led by an economic, social, cultural or environmental mission that is consistent with a public or community benefit
  • deriving most of its income from trade
  • reinvesting most of its profit or surplus in fulfilling its mission (at least 50 per cent).
Third-party contractorA contractor you engage in addition to your venue hire agreement which would provide additional staffing or services not already being provided within the venue hire agreement. For example - additional security, audio-visual, staging, lighting or staffing costs.
Total venue hire cost

The grant amount requested and any additional funding needed together make up the total cost for the venue hire(s).

Any cost above the grant amount must be paid by the applicant organisation.

Unincorporated associationsA group of people who come together for a common purpose, like a community group, without becoming a formal legal entity.
Value for moneyAll applicants are expected to propose and utilise grant funds to support reasonable venue hire costs only. This means the cost should be necessary and proportionate to the applicant organisation’s need and will provide clear benefit to the community.
VCFAVictorian Common Funding Agreement
VenueA space/room/facility/building which is available for hire to multicultural community organisations. This must be owned and operated by a not-for-profit community or public sector organisation.
