This framework describes the knowledge, skills and capabilities needed to work in the primary prevention sector. It is for all workers whose roles intersect with primary prevention.
The framework was developed in collaboration with Victoria’s primary prevention sector to:
- support and align with contemporary primary prevention practice
- ensure the skills and strengths of this workforce are visible and valued.
This framework is part of the Victorian Government’s Building from strength: 10-Year Industry Plan for Family Violence Prevention and Response and expands on Victoria’s first Preventing family violence and violence against women capability framework (2017).
This framework draws on findings from Safe and Equal’s report, Foundations for Action: Understanding the primary prevention workforce in Victoria (2024). This report describes the existing primary prevention workforce and explores ways of strengthening workforce development.
