Veterans Card - Victoria

The digital Veterans Card - Victoria entitles all past and present ADF members living in Victoria to discounts and benefits.

The Victorian Government offers a variety of concessions to veterans, including those available through the new Veterans Card - Victoria.

Veterans Card - Victoria

All past and present ADF members can access discounts and benefits through the Veterans Card - Victoria.

This includes:

  • $100 discount on the registration of one vehicle
  • free public transport on Anzac Day and Remembrance Day
  • free trailer and caravan registration
  • fishing licence exemption
  • free boating (marine) licences
  • access to Victorian Government veteran-specific employment programs.

Stamp duty concession

No stamp duty on low cost new homes and partial discounts for mid-range homes. Price ranges vary and can be found on the State Revenue Website Office below.

Excess electricity concession

For households with high electricity bills. The excess amount is indexed each year, please check DFFH website below for the most up to date information. A discount applies – calculated after the retail discount and solar credits deduction.

Excess gas concession

Enables applicants to continue the discount concession on gas for households whose gas bill exceeds the threshold.

Victorian Energy Bill Relief Fund

An eligible household can only receive a single relief payment, even if more than one eligible person lives in the household.

You must be a Victorian residential energy consumer (have a residential electricity account).

Life support concession

Rebate on electricity and/or water bills where a household uses an eligible life support machine.

Applies to mains domestic electric account and mains water accounts (for haemodialysis machines).

Medical cooling concession

Discount on summer electricity costs where a member of the household has a medical condition that affects the body’s ability to regulate temperature (in addition to the annual electricity concession). This concession is available from 1 November to 30 April each year.

Winter gas concession

Discount off mains gas bills during winter each year. This is calculated as a daily rate on each bill. This concession is available from 1 May to 31 October each year.

Non-mains energy concession

Offers concessional rebates for those households that rely on liquefied petroleum gas (LPG), firewood or heating oil for domestic heating, cooking or hot water, or who access non-mains electricity via an embedded network or who rely on a generator. Applications for each year close on 31 December of the following year.

Fire services property levy concession

Discount off the Fire Services Property Levy. Only one concession applies per property per year.

From 1 July 2020, it no longer matters where your property is located. The same rates apply to properties in the same property classification, wherever they are located in Victoria.

Prior to 1 July 2020, different rates applied depending on whether your property is in an area serviced by the Metropolitan Fire Brigade (MFB) or the Country Fire Authority (CFA).

Water and sewerage concession

Deduction on water and sewerage charges.

Concession provider

Claimed directly from water supplier.

Phone your water supplier and give your concession card details over the phone. You may also be able to apply via their website.

Your water supplier will check your concession card details with Centrelink and apply the concession to your bill.

Non-mains water concession

Assists cardholders who are not connected to mains water with the costs of purchasing non-mains water for domestic usage.

Utility relief grant scheme and utility relief grant scheme (non-mains)

You can only apply for a grant on an active account. You must show that you have no way of paying the account without assistance and meet additional criteria.

You can receive a maximum discount on each utility type in a two-year period. You can apply for separate grants for each utility (electricity, gas and water).

Water and sewerage connection scheme

A one-off grant covering the full cost of a compulsory connection to mains water and sewerage service where applicants have no savings to cover the cost of connection.

Deduction on water and sewerage charges up to a yearly maximum which is indexed each year.

If you are only billed for a single service, for example, water only, you will receive a percentage discount off water charges up to a yearly maximum.

War veterans travel pass

Free public transport travel pass (Myki).

Eligibility

Customers must:

  • have documentary evidence of their war or war-like/peacekeeping service overseas

Plus one of the following:

  • DVA Gold Card holders
  • DVA White Card holders
  • evidence of a lump sum or ongoing compensation from the Department of Veterans' Affairs for an injury or illness related to their service

And:

  • have a doctor confirm their illness or injury is due to service and that mobility is significantly limited
  • are Victorian residents.

EDA/TPI Ex-service personnel pass

Concession travel pass (Myki) for public transport.

Eligibility

Customers must:

  • DVA Gold Card embossed with EDA or TPI (Extreme Disablement Adjustment or Totally and Permanently Incapacitated)
  • be a Victorian resident

War Veteran/War Widow(er) Concession

If you're a war veteran or war widow(er), you may be eligible for a discount on travel. You'll also get free travel during Veterans' Health Week

Eligibility

Customers must:

  • have documentary evidence of war or peacemaking service overseas

Plus hold one of the following:

  • Pensioner Concession Card
  • DVA Gold Card
  • DVA Gold Card (War Widow(er))
  • DVA White Card
  • Health Care Card

And:

  • live in Victoria
  • not be entitled to another type of concession

Concession for vehicle registration and Transport Accident Commission (TAC) charge

Discounts off registration fee and TAC charge (for DVA Gold Card holders not marked with dependent).

No registration fee and discount off TAC charge (for DVA Gold Card holders embossed with TPI).

  • DVA Gold Card holders (not marked with dependant)
  • DVA Gold Card embossed with “TPI” or “EDA”, “WAR WIDOW” or “WAR WIDOWER”
  • Health Care Cards
  • Written confirmation from the Department of Veterans' Affairs confirming your entitlement to a concession under:
  • the Veterans' Entitlement Act 1986 under:
    • section 22 (100% or higher rate), or
    • sections 23, 24, 25 or 104
      or:
    • Division 2, Part 4, Chapter 4 of the Commonwealth Military Rehabilitation and Compensation Act 2004 as a veteran who has suffered an impairment of 40 impairment points or more.

Motor vehicle GST exemption

Eligible veterans and MRCA clients do not have to pay motor vehicle duty (stamp duty) when they buy a new or second hand motor vehicle (limit of one vehicle per concession card).

  • If you do not hold any of the above cards, you can seek written confirmation from the Department of Veterans' Affairs confirming your entitlement to a concession under the Veterans' Entitlement Act 1986 under:

Ambulance

DVA may pay for ambulance transport in emergency situations. In some non-emergency situations, DVA may also pay for you to travel by ambulance.

  • Pensioner Concession Card
  • DVA Gold Card holders for all health conditions, subject to medical need
  • DVA White Card holders for accepted war or service-related injury or illness
  • Non-liability health care treatment for certain conditions

Free eye examinations and low cost glasses

Can be accessed at the Victorian Eye and Ear Hospital, the Victorian College of Optometry or rural Victorian Eye Care Services.

Multi-purpose taxi program

Discount taxi fares. A fare cap and annual cap apply and are subject to change.

Membership cards to access the program are available for a fee.

  • DVA Gold Card holders
  • DVA Gold Card holders embossed TPI or EDA are exempt from the annual caps
  • You must be a permanent resident of Australia and live in Victoria
  • Centrelink Concession Card holders, such as Aged Pension and Disability Support

Pharmaceutical benefits

Eligible for discount per prescription amount under the Repatriation Pharmaceutical Benefits Scheme (PBS). Existing benefits under the Pharmaceutical Benefits Scheme (PBS) also apply. Premiums. Premiums charged by manufactures may apply to some alternative brands/medicines. Once you have spent the PBS Safety Net threshold on PBS medicines, you will receive PBS medicines free for the rest of the year.

National diabetes services scheme

Access to a range of subsidised diabetes products to help you manage your diabetes. Access to products will vary depending on your needs.

The NDSS Helpline on 1800 637 700, provides information about diabetes and the NDSS. Education and support provided by diabetes educators, dietitians and other health professionals.

Hearing services

The Office of Hearing Services provides vouchers which enable you to get hearing assessments and devices from hearing service providers of your choice. This includes the cost of fitting the device.

Eligibility

Australian citizen or permanent resident 21 years or older with a:

  • DVA Gold Card
  • DVA White Card holder issued for specific conditions that include hearing loss
  • Pensioner Concession Card holder or dependent or spouse of one of the above categories

Dental

Dental Health Services provides emergency and general dental care for PCC holders. Waiting lists apply for general dental care. Emergency relief of pain is generally available within 24 hours.

Recreational fishing licenses

Veterans are entitled to this concession. This means you do not need to purchase a fishing license. It does not apply to inland amateur netting licenses.

Eligibility

You don't need a fishing licence if you're:

  • under 18 years or over 70 years
  • a person identifying as Aboriginal or Torres Strait Islander
  • a Victorian or interstate equivalent Seniors Card holder
  • a Veterans Card — Victoria holder
  • Pensioner Concession Card
  • DVA Gold Card (TPI embossed)

Australian Partners of Defence (APOD)

APOD is a veteran membership program that offers discounts and benefits to veterans and their family members.

Eligibility

APOD membership is available to all serving personnel, reservists, veterans, allied military personnel and their immediate family members. Existing DVA card holders can join for free.
