Report suspicious tobacco activity
You can report suspicious activity involving tobacco directly to Tobacco Licensing Victoria. Reports can be made anonymously.
Examples of reportable activity include businesses:
- selling tobacco to a minor
- selling illegal tobacco products e.g. cigarettes with branded packaging
- advertising or promoting tobacco products e.g. tobacco product displays
- selling tobacco without a licence – licenced businesses are required to display their licence; you can also check if a business is licenced.
- not displaying health warnings and signage.
Respectful communication and behaviour
At TLV, we expect all interactions – whether in person, over the phone or online – to be courteous and respectful.
We do not tolerate behaviour that compromises the safety, wellbeing or dignity of our staff.
If conduct causes a TLV member of staff to feel unsafe or distressed, we may end the interaction and take appropriate action. This includes behaviours that make our staff feel threatened, intimidated, abused, discriminated against, or are otherwise unreasonable.
We may also implement arrangements to manage future communications with you, including how, when, and through whom contact can occur.
Serious matters, including harassment, abuse, threats of violence or threats to the safety of TLV staff may be referred to the police.

Support and guidance we provide
TLV supports applicants and licence holders to understand and meet their obligations and licence conditions.
We are committed to respectful interactions and to upholding Victorian Public Service (VPS) values in our work.
We can:
- provide general information and guidance (not tailored to individual circumstances)
- direct you to relevant guidance and resources
- clarify existing guidance
- assist with applications and system-related issues
- explain the process and procedures relating to the regulation of tobacco products.
What we cannot provide
- Legal or financial advice.
- Definitive advice on individual circumstances, including estimated timeframes for application assessment and decision outcomes.
- Detailed responses where existing guidance exists and has not been considered.
- Edit or complete an application on behalf of the applicant.
- Advice on business decisions.
- Confirmation whether a specific business decision complies with requirements.
We can only disclose information about an application to individuals who are formally listed on that application. Information will not be shared with other parties.

Tobacco Licensing Victoria (TLV) is committed to protecting the personal information we collect about you, and to handle and manage your personal information in compliance with our obligations under the Privacy and Data Protection Act 2014 (Vic) and the Tobacco Act 1987.
By submitting a form, TLV may collect personal information about you including your name, contact details and any information you choose to provide. You can also choose to submit the form related to reporting of suspected illicit tobacco activity or providing information about suspected wrongdoing anonymously. If you choose not to provide your contact details, TLV will be unable to contact you.
By contacting TLV via email, phone or post, we may collect personal information about you, including your name, contact details, and any information you choose to provide. If you choose not to provide your contact details, TLV will be unable to contact you.
Personal information collected from you is only used for the purposes of fulfilling the functions of the Regulator under the Tobacco Act 1987. Your personal information will not be disclosed to third parties unless required or authorised by law, or with your consent. Information provided in relation to suspected unlawful activity may be disclosed to Victoria Police or a relevant authority.
