Almost half (47%) of all fatal and serious motorcyclist crashes involve another vehicle, while about half (49%) involve only the motorcycle.

There is a need to raise awareness among drivers of the presence and vulnerability of motorcyclists.

We also need to work with stakeholders to help build a stronger motorcycle safety culture across Victoria.

Excessive speeding, alcohol and drug use, distraction, fatigue and unauthorised vehicle use are significant contributors to road user trauma, including motorcyclists.

We want riders to be skilled and knowledgeable when they take to the road to help minimise personal risks throughout their riding career.

Young and novice riders are significantly over-represented in our road trauma. Learner permit holders make up 3% of total motorcycle licence holders but 11% of fatal and serious injuries. Motorcyclists aged 18-25 years make up less than 4% of total Victorian motorcycle licence holders yet 21% of motorcyclist fatal and serious.

Our evaluation of the Motorcycle Graduated Licensing Scheme will tell us more about how to best support novice riders and the core skills needed to be a safe and competent rider.

What we're doing
- Delivering the annual Motorcyclist Awareness Month to encourage motorists and motorcyclists to share the road safely.
- Continuing Victoria Police community engagement with riders and motorists through routine roadside interactions.
- Enhancing road safety communications so drivers and riders are informed about safe behaviour.
What we will do
- Continue to engage and collaborate with key stakeholders including motorcycle riders to support a strong safety culture at the local level.
- Support grassroots community organisations and local councils to collaboratively plan and deliver local motorcycle safety projects, through road safety grants programs and new approaches such as the Murrindindi Motorcycle Safety Trial.
What we're doing
- Continue covert and overt enforcement by Victoria Police to detect and deter dangerous illegal activity among drivers and motorcyclists – with a focus on impairment, speeding and unauthorised driving or riding – and supplemented by TAC promotional activities.
- Extending the Distracted Driving Seatbelt (DDS) Camera Program to detect and deter illegal use of mobile phone devices among riders and drivers.
- Continuing TAC’s annual Road Safety Monitor surveys and client research projects to identify behavioural trends, understand community attitudes towards road safety and track changes in attitudes and self-reported behaviours.
What we will do
- Undertake research into emerging or less understood priority areas including rider fatigue, driver and rider distraction, inattentional blindness among drivers and unauthorised riding.
- Investigate trends in motorcyclist riding behaviours as observed through automated road safety cameras and explore opportunities to enhance the impact of automated enforcement strategies on rider safety.
What we're doing
- Evaluating the Motorcycle Graduated Licensing Scheme (MGLS).
What we will do
- Engage the riding community to co-design new rider education and competency materials to help enhance rider skills and safety awareness.
- Support innovative approaches to pre- and post-licence rider training, upskilling on road craft tactics and vehicle maintenance.
