Meet our leadership team
Hayley Parkes – Executive Director
Hayley is committed to ensuring that the Department’s SDA services creates great homes and more choice for Victorians with disability. She has executive experience across housing, government and regulation and is committed to ensuring that resident voice shapes housing design and service delivery.
James Wray – Director of Resident Services
James is the Director of Resident Services and leads the team who ensure our residents, home seekers and partners feel safe and supported in their SDA journey. He has extensive leadership experience across government, housing, homelessness, mental health, disability, and emergency management. He is committed to building high performing teams who deliver safe, quality, and person centred public and community services.
James Smart – Director of Policy and Projects
James is the Director of Policy and Projects and leads the strategy, policy and planning for the Department's Specialist Disability Accommodation. James has been a senior leader in the Victorian and New Zealand governments, working in areas of disability, housing, education and economic and financial policy. James loves building great teams that deliver great outcomes and partnering with great people.
