Who the Reportable Conduct Scheme applies to

Child Safe Standards and Reportable Conduct Scheme information has moved to this site.

Responsibility transferred to SSR from the Commission for Children and Young People in February 2026.

Organisations

Victoria’s Reportable Conduct Scheme applies to organisations that exercise care, supervision or authority over children, as part of their primary functions or otherwise. The types of organisations the Reportable Conduct Scheme applies to include:

People

The Reportable Conduct Scheme applies to the conduct of the following types of people employed or engaged by an organisation that is in scope for the Reportable Conduct Scheme:

  • employees
  • volunteers
  • contractors
  • office holders
  • ministers of religion
  • officers of a religious body
  • foster and kinship carers in a formal care arrangement
  • workers or volunteers provided by labour hire agencies, companies or other providers
  • secondees
  • individual business owners who employ or engage staff
  • directors of companies where the director performs work for the organisation.

Some of the types of workers and volunteers listed above were only introduced in 2024 when changes were made to expand the definition of ‘employee’ under the Child Wellbeing and Safety Act 2005. You can read more about these changes in our new types of workers and volunteers covered by the Reportable Conduct Scheme information sheet.

The Reportable Conduct Scheme only applies to the conduct of a person who is 18 years or older where the alleged conduct is against, with, or in the presence of a child who is under 18 years.

Allegations can be made about conduct that occurs inside or outside of the workplace.
