Social service providers in Victoria in scope of the new Social Services scheme must:
- register with the Social Services Regulator
- meet the Standards when providing services they are registered for.
About registration
Social service providers (service providers) in Victoria who are covered by the new laws must register with the Social Services Regulator (the Regulator).
The purpose of registration is to make sure service providers can provide safe services before they offer those services. This should better protect service users and prevent harm.
There is no cost for registration.
Which social services need to register?
Only social services covered by the new laws need to register. Please visit our Services in scope of the new scheme webpage to check if the service you wish to provide is covered by the new laws.
You cannot provide a service covered by the new laws if you are not registered. The Regulator may take enforcement action if you fail to meet your registration requirements.

This is a list of the social service providers and the type of service they are currently registered to provide.

Service provider groups for registration
- There are different service provider groups for registration. The registration process and timeframes are different for each group:
- Group 1: service providers registered with the Human Services Regulator, even for only one service or a part of their services
- Group 2: service providers not registered with the Human Services Regulator that meet all of the following:
- funded by the Department of Families, Fairness and Housing (DFFH)
- operating prior to 1 July 2024
- are covered by the new laws
- Group 3: disability service providers that did not need to register with the Human Services Regulator and are funded by either the Transport Accident Commission (TAC) or WorkSafe Victoria (WorkSafe)
- New registration: service providers who do not fit into group 1, 2 or 3.

How to register
Each group has a different registration process.
New registration
These are service providers who do not fit into group 1, 2 or 3.
An example of a new registration is:
- a newly created service provider or entity
- began receiving in-scope funding for a service covered by the new laws after 1 July 2024
- an existing service provider who seeks to deliver a new class of service that it had not delivered before 1 July 2024I
New registration is a 3-step process:
- Step 1: Build your registration record by completing a form and adding details about the service provider and services offered.
- Step 2: Show the service provider is suitable to provide services, including information about your operations, people and premises. See suitability requirements fact sheet for more details:
- Step 3: Confirm you understand the requirement to meet the Social Services Standards.

Group 1
Group 1 service providers will be automatically registered with the Social Services Regulator.
The Regulator’s verification of group 1 service provider’s registration is a 3-step process:
- Step 1: Confirm and update basic details
- Step 2: Complete information form and registration record
- Step 3 (if relevant): Include services not automatically registered

Group 2
Group 2 registration is a 4-step process:
- Step 1: Check and confirm any existing information the Regulator has on file to make sure key operational details are up to date
- Step 2: Build your registration record by adding details about the service provider and services offered
- Step 3: Show the service provider is suitable to provide services, including information about your operations, people and premises
- Step 4: Confirm you understand the requirement to meet the Social Services Standards.

Group 3
The Regulator will begin contacting service providers in May to begin the registration process. If you haven’t heard from us by 30 June, let us know by emailing registration@ssr.vic.gov.au (opens in a new window)(opens in a new window)
Group 3 service providers can begin preparing for registration by:
- subscribing to get the latest updates, sector guidance, news and events details from the Regulator
- reviewing the registration preparation resources for group 3 service provider below
- reviewing the suitability requirements outlined in the Suitability requirements fact sheet below
- updating policies and procedures to meet the new scheme, including the 6 Social Services Standards.
Preparing for your registration application
As part of the application process, service providers need to provide information and documents that demonstrate they are suitable to provide services under the new laws.
The suitability requirements fact sheet helps service providers get ready for registration. It is useful for service providers who will be providing information to the Regulator for the first time and gives information and examples about meeting suitability requirements.(opens in a new window)
Ongoing registration requirements
Once registered, you do not need to renew registration with the Regulator. Your registration will continue unless cancelled by the Regulator.
Once registered, you must meet ongoing requirements of the new laws. These include:
- meeting the 6 Social Services Standards
- meeting the Child Safe Standards, if delivering services to children and young people
- complying with your registration requirements
- reporting incidents which occur during service delivery
- reporting changes to your organisation and operations.
Adding services to your registration
Service providers who have already registered or begun the registration process for one or more of the services they provide may receive new funding or wish to change the services they provide. These service providers may need to apply to change to their registration.
