The Victorian Government require departments and agencies to introduce measures of contractual performance by service providers that more accurately reflect the objectives of ensuring victims’ safety, preventing family violence and supporting those affected by it, and keeping perpetrators accountable.

  • Government is reviewing current contractual performance measures for service providers to ensure existing and new performance measures accurately address:

    • victim survivor safety
    • preventing family violence and supporting those affected by it
    • keeping perpetrators accountable.

    Additionally, the Family Violence Outcomes Framework (FVOF) was released as part of Ending Family Violence: Victoria's Plan for Change (10 Year Plan). The FVOF focuses on victim survivor safety, preventing family violence and supporting those affected by it and keeping perpetrators accountable.

  • Victorian government departments and agencies include performance measures in contracts with service providers, and have established monitoring and evaluation frameworks to help ensure our activities address victims' safety, preventing family violence, supporting those affected by it, and keeping perpetrators accountable.

    The Family Violence Outcomes Framework Measurement and Monitoring Implementation Strategy (FVOF Strategy) was developed and released in December 2020. The FVOF Strategy outlines a holistic government staged approach towards transitioning from reporting on reform implementation progress to measuring and monitoring implementation to understand the reform's aggregate impacts.
