The Victorian Government is committed to the establishment of a comprehensive Early Childhood Worker Registration Scheme with national coverage.
Victoria is taking the first step towards this through the establishment of an Early Childhood Workforce Register (Workforce Register). This will build the foundations for a comprehensive worker registration system.
Victoria’s Workforce Register will be delivered using the existing mandatory kindergarten data reporting system, Arrival. The Arrival system will expand the information and range of workers it collects data on through a 'census' model.
The first phase of the Early Childhood Workforce Register roll out will:
- apply to services that already use Arrival for mandatory kindergarten data reporting
- require services to record information in Arrival about all employees at the service who have direct contact with children as part of their usual duties. This includes staff who do not work with kindergarten children (e.g. staff working with 0–2-year-olds), and non-teaching or educator staff who have direct contact with children (e.g. cooks)
- capture a small amount of additional data on teachers and educators already registered in the system who deliver a funded kindergarten program (teachers and educators)
- apply to current employees only (not agency staff, third party contractors or visitors to the service).
The focus for this first stage is long day care (LDC) and kindergarten services currently receiving Victorian Government kindergarten funding. Further work is underway on the approach to other regulated early childhood and care services, including LDC and kindergarten services not receiving kindergarten funding, outside school hours care, family day care as well as occasional care.
Information about agency staff will also be collected quarterly as part of the next stage of implementation.
Mandatory requirements
It will be mandatory for all service providers receiving kindergarten funding to use the Workforce Register in Arrival to capture information about all relevant employees in their service.
Updating the Workforce Register is now part of the criteria to receive kinder funding. An addendum has been made to the Kindergarten Funding Guide to include this change, refer to the Kindergarten Funding Guide.
The department has developed an information sharing factsheet for your staff. This factsheet outlines what information is being collected and how it will be used. Services must provide a copy of this factsheet to all employees to ensure they are informed and understand the purpose of the Workforce Register.
Key dates
The new workforce data capture will be available in Arrival from Tuesday 22 July 2025.
Services will have until Friday 29 August 2025 to update information for existing teachers and educators, and add employees not already captured in the new Workforce section.
Services will be required to update this information quarterly.
Required information to be entered in the Workforce Register
All employees that have direct contact with children as part of their usual duties will need to be on the Workforce Register. This includes all current full time, part time and casual staff.
Service provider administrators, Service provider users, Service administrators and Service users can add and manage teacher/educator and other Workforce records in Arrival.
