Early Childhood Workforce Register

The Early Childhood Workforce Register (Workforce Register) is a database of staff who work directly with children in Victoria's funded kindergartens. The Workforce Register helps improve child safety in early childhood education and care (ECEC) services by supporting quicker responses to child safety incidents.

The Workforce Register uses the mandatory kindergarten data reporting system, Arrival.

The Workforce Register applies to service providers (providers) receiving Victorian Government funding to deliver a kindergarten program at their service/s. Providers must add all employees at the service, including recruitment agency staff (agency staff) who have direct contact with children as part of their usual duties.

Mandatory requirements

Updating the Workforce Register is part of the criteria to receive kinder funding. An addendum has been made to the Kindergarten Funding Guide to include this change, refer to the Kindergarten Funding Guide.

The department has developed an information sharing factsheet for your staff. This factsheet outlines what information is being collected and how it will be used. Services must give a copy of this factsheet to all employees. This way, they stay informed and understand the purpose of the Workforce Register.

Term 4, 2025 update

Quarterly update

The next quarterly update for the Workforce Register closes on Friday 5 December 2025.

As part of their funding requirement, approved service providers must:

  • review their workforce information in Arrival
  • add or update the information if there have been changes
  • record details about all recruitment agency staff who have worked at the service since Friday 1 August 2025.
  • confirm that the information is up to date and accurate via the new confirmation functionality.

Arrival has had a system update to make it easier for providers to confirm that this information has been reviewed and is correct.

Addition of recruitment agency staff to the Workforce Register

Services must include details about agency staff in Arrival for the Workforce Register. This applies to agency staff who have worked at the service since Friday 1 August 2025.

Services need to provide the following additional information about agency staff:

  • recruitment agency trading name
  • date/s worked at the service
  • frequency worked at the service (single, multiple or reoccurring).

This can be done through a new function in Arrival. See further details below.

Agency staff can be added to more than one service or provider. Where agency staff have worked at more than one of your services, they will need to be entered for each service.

On Tuesday 28 October 2025, the Victorian Government introduced new legislation to create the independent Victorian Early Childhood Regulatory Authority. This authority will also have the power to oversee the Worker Register. These changes are intended to begin in 2026. More information will be shared with services about what this means in practice.

Required information to be entered in the Workforce Register

Services that offer a funded kindergarten program are required to add all employees and agency staff who have direct contact with children as part of their usual duties. This includes staff who aren’t working with kindergarten children, such as those who work with children aged 2 or under. It also refers to non-teaching staff in direct contact with children; for example, cooks.

Third party contractors and visitors to the service are not required to be added to the Workforce Register on Arrival.

Service provider administrators, Service provider users, Service administrators and Service users can add and manage teacher/educator and other Workforce records in Arrival.
