The draft EIA PIP provides a place-based plan to realise the 2050 vision to be internationally renowned as a centre of innovation in advanced manufacturing, engineering and design. The EIA has a key role to play in supporting job growth across Fishermans Bend and Victoria.
The Fishermans Bend EIA is the industrial and commercially zoned area of Fishermans Bend within the City of Melbourne, to the north of the Westgate Freeway and the west of the Bolte Bridge.
The Fishermans Bend EIA sits on the doorstep of central Melbourne and provides a gateway for Victoria to connect to a global network of leading innovation precincts.
The draft EIA PIP proposes a coordinated and phased approach to the precinct’s transformation, including:
- A future urban structure - including transport and open space networks – to progressively deliver on the Vision for the precinct by 2050.
- Planning controls and design guidance to facilitate a broad range and scale of next generation industrial uses to support innovation and jobs of the future across three distinct districts - the Central Innovation District, Westgate Manufacturing District, and Gateway Design District; while supporting the ongoing operations of existing businesses with a long term future in the precinct.
- An implementation pathway including a proposed approach to infrastructure funding and delivery.
The draft EIA PIP builds on existing policy including the Fishermans Bend Vision (2016), Fishermans Bend Framework (2018), and Advancing Manufacturing - the Fishermans Bend Opportunity (2021).
The public consultation period for the draft EIA PIP will run from Wednesday 7 October to Tuesday 3 November 2026.
