Fishermans Bend Urban Renewal Area Development Contributions Plan and Open Space Uplift

The Minister for Planning has approved Amendment GC224, which introduces the Fishermans Bend Urban Renewal Area Development Contributions Plan (DTP, June 2026) (DCP) and a complementary open space uplift (OSU) mechanism into the Melbourne and Port Phillip Planning Schemes.

The Draft DCP and Draft PSA GC224 were made available for public consultation between December 2023 - February 2024. Public Submissions were subsequently considered by the Precincts Standing Advisory Committee (PSAC), with the final report publicly released in April 2025. The Committee found that the proposed DCP and accompanying OSU were strategically justified and supported the amendment proceeding, subject to some refinements.

The finalized DCP also reflects the recently approved Connecting Fishermans Bend Integrated Transport Plan (DTP, 2025) and Amendment GC296, ensuring future infrastructure works are coordinated with planned transport improvements including tram extensions, future metro stations, cycling links and better connections across the precinct.
