The Fishermans Bend Urban Renewal Area Development Contributions Plan (DCP) and a complementary open space uplift (OSU) mechanism have been finalised and approved, providing planning and investment certainty about infrastructure funding and delivery in Fishermans Bend.
The DCP is the long-term plan that ensures the roads, parks, drainage, community facilities, public spaces and transport connections needed for a growing Fishermans Bend are funded and delivered as the area develops. Together with the OSU, it sets out a funding approach for delivery of around $3 billion worth of infrastructure projects (more than 117 infrastructure projects) to support future homes and jobs for delivery over three phases to 2055, giving residents, businesses and investors certainty about what will be built, when the time horizon for it to it will be delivered and how it will be paid for over the next 30 years.
Under the DCP, contributions towards major infrastructure will be collected from all new developments through a new streamlined system managed by the State Government, designed following an extensive consultation and independent planning review.
The OSU is a development incentive mechanism to facilitate direct delivery of open space as development occurs as part of planning permit processes.
Since 2014, developer contributions in Fishermans Bend have been collected through interim arrangements. The new DCP replaces those interim arrangements with a more comprehensive and transparent framework for funding and delivering infrastructure. Projects that have already received development approval can continue under the contribution arrangements that applied when they were approved.
The DCP and OSU apply to land in the capital city zoned precincts of Lorimer, Montague, Sandridge and Wirraway and do not apply to the Fishermans Bend Employment and Innovation Area. This charge applies only to new development projects, not existing and future businesses that operate in the precinct.
The plan also reflects the updated Connecting Fishermans Bend Integrated Transport Plan (September 2025), ensuring future infrastructure works are coordinated with planned transport improvements including tram extensions, future metro stations, cycling links and better connections across the precinct.
