Fire District Review Panel members

On 26 October 2020, the Minister for Police and Emergency Services appointed the inaugural Panel.

Ms Valerie Callister PSM

Chairperson

Valerie Callister has worked in a number of senior roles in the public and community sectors, including Regional Director of the Department of Human Services – Gippsland Region, President of the Latrobe Regional Hospital Board, and Chief Executive Officer of the Latrobe Community Health Service.

Ms Callister was previously the Chair of the Gippsland Emergency Management Relief and Recovery Planning and Preparedness Committee and was awarded a Public Service Medal for outstanding public service, especially in the areas of relief and recovery following natural disasters in 2012.

Valerie was appointed a Board Director of Colac Area Health in November 2023.

Valerie lives in rural Victoria.

Ms Anna Kilborn

Member

Anna Kilborn is an environmental planner with over 30 years of experience in natural resource management, regional infrastructure, strategic planning, program evaluation, and policy development. She has expertise and experience in risk management, and has helped to develop spatial models and emergency response plans for environment, mining and transport sectors in Australia, New Zealand, and the Asia-Pacific.

Ms Kilborn is a graduate of AICD’s Company Directors Course and has served as a non-executive director and deputy chair for South Gippsland Water Corporation, on Regional Development Australia’s Gippsland Committee and as a member of the Victorian Environmental Assessment Council.

Anna holds a Bachelor of Science from James Cook University and a Graduate Certificate of Public Policy from Monash University.

Mr Michael Walker AFSM

Member

Michael Walker is an experienced firefighter, who joined the Metropolitan Fire Brigade in 1976 and worked in the organisation until retiring as an Assistant Chief Fire Officer in 2015. He has held a range of key operational roles, including Acting Director Operations, and Acting Deputy Chief Fire Officer. He spent several years as a member of the Operational Training and Fire Safety Departments.

Mr Walker was a member of the small team that re-wrote the Emergency Management Arrangements for Victoria. He also completed a review of marine rescue operations along the Victorian coastline for the then Department of Justice.

Michael received an Australian Fire Service Medal in 2007 and a National Emergency Medal in 2014 for services performed during the 2009 Victorian Bushfires.
