The North East Link State Tolling Corporation (STC) was established under the North East Link Act on 1 March 2021 as a statutory corporation.
STC has been established to be responsible for managing and controlling the use of and access to, and operating and maintaining, the North East Link road and to set and collect the tolls on North East Link tollway when the project opens.
Toll revenue collected by STC will go towards recouping the cost of building and maintaining North East Link.

Mr Brad Vann (STC Chair)
During his career, Mr Vann has advised governments, businesses and banks on the delivery, privatisation and long term management of major infrastructure in Australia and Asia. He has also worked as a strategic adviser and mentor in the start-up sphere.
He holds a Bachelor of Commerce and a Bachelor of Laws from Queensland, and a Bachelor of Civil Law from Oxford. He completed executive education courses at Melbourne and Harvard Business Schools.
Ms Aneetha DeSilva (STC Board Deputy Chair)
Ms de Silva is a senior executive and board director with 25 years of infrastructure experience across the government and private sectors in Australia, South Africa and the Asia Pacific.
She holds a Bachelor of Laws and Master of Laws, has completed executive education at Harvard University’s Kennedy School of Government and is a member of Chief Executive Women and the Australian Institute of Company Directors.
Ms Leilani Frew (STC Director)
Ms Frew has over 30 years of commercial and financial experience in the infrastructure, energy, and utilities sectors, with 20 years of experience in governance of major infrastructure investments.
She holds a Master of Applied Finance, Bachelor of Business and Bachelor of Mechanical Engineering and is a member of the Australian Institute of Company Directors.
