What is the Toll Collection Capability?
The North East Link State Tolling Corporation (NEL STC) must establish a Toll Collection Capability (TCC) that effectively and efficiently collects North East Link (NEL) toll revenue - ensuring a flexible and scalable capability for future toll roads, returning concessions and related opportunities.
Considerations for the TCC will include:
- relevant tolling legislation and regulatory requirements
- available suppliers
- customer expectations
- service and technology providers
- the opportunity to innovate toll collection practices.
The TCC includes the following packages:
- Roadside Systems package (RSS Package), comprising the RSS Works and the RSS Support & Maintenance Works
- Back Office Systems package (BOS Package), comprising the BOS Works and the BOS Operations & Maintenance Works.
Separate procurement processes will be undertaken for the RSS Package and the BOS Package. The first package to be procured is the RSS Package.
Procurement requirements
The TCC will be procured in 3 phases:
- Market Sounding, including Registration of Interest (ROI)
- Expressions of Interest (EOI)
- Requests for Proposal (RFP)
Market Sounding commenced in late 2022 and the ROI phase commenced in May 2023.
The EOI Phase for the RSS Package will commence in December 2023.
Get involved in the RSS Package EOI Phase
The EOI Phase for the RSS Package is set to commence.
STC invites potential respondents who are suitably experienced and qualified participants in the road tolling industry (supply and services) with a bona fide interest in the procurement of the Toll Collection Capability Project - Roadside Systems package to gain access to the NEL STC - TCC Project - RSS Package - EOI Electronic Data Room (EOI EDR) and submit an Expression of Interest (EOI) for the Roadside Systems Package.
