Toll Collection Capability

When established, the Toll Collection Capability (TCC) will effectively and efficiently collect North East Link (NEL) toll revenue.

What is the Toll Collection Capability?

The North East Link State Tolling Corporation (NEL STC) is establishing a Toll Collection Capability (TCC) that effectively and efficiently collects North East Link (NEL) toll revenue – ensuring a flexible and scalable capability for future toll roads, returning concessions and related opportunities.

Considerations for the TCC will include:

  • relevant tolling legislation and regulatory requirements;
  • available suppliers;
  • customer expectations;
  • service and technology providers, and
  • the opportunity to innovate toll collection practices.

STC has proposed to develop an end-to-end solution for the TCC that incorporates: 

  • the delivery and operation of a roadside system (RSS) 
  • the delivery, support and maintenance of a back office system (BOS); and 
  • outcomes of the TCC Information Technology Project, including the provision of supporting communications networks, IT infrastructure and related services. 

 

Separate procurement processes have been or are being undertaken for each of these TCC Packages. 

Procurement Requirements

Generally, the RSS Package and BOS Package of the TCC Project will be/are being procured in 3 phases:

  1. Market Sounding, including Registration of Interest (ROI)
  2. Expressions of Interest (EOI
  3. Requests for Proposal (RFP)

Market Sounding commenced in late 2022 which resulted in a ROI phase that commenced in May 2023. STC is in the process of procuring the RSS Package, which is currently out to market.

Regarding the BOS Package, STC is currently in the planning stages of this procurement, which requires provision of:

  • a back office system that comprises an operations back office and a commercial back office; and 
  • delivery and support services in respect of the back office system

The EOI Phase for the BOS Package is anticipated to commence in September 2024. 

Get involved in the BOS Package ROI Phase

The ROI Phase for the BOS Package commenced 13 June 2024. 

STC invites potential Industry Participants who are suitably experienced and qualified in the road tolling industry (supply and services) with a bona fide interest in the procurement of the BOS Package to gain access to the NEL STC – TCC Project – BOS Package – ROI Electronic Data Room (BOS ROI EDR) and submit a Registration of Interest (ROI) for the BOS Package.

 

For the avoidance of doubt, the ROI Phase for the BOS Package does not form part of a procurement process for the BOS Package and non-participation in this BOS ROI process will not preclude any Industry Participant from participating in any procurement process in relation to the BOS Package.
