Primary campaign example
Primary campaign blocks sit at the top of the page, just under the header section and above the body content section.
Secondary campaign example
Secondary campaign blocks sit at the bottom of a page just above the blue fat footer and extend to full-screen width.
Campaign blocks are used to promote a government change. They usually reference content that is housed elsewhere. Where possible, we want to highlight the original content using a primary or secondary campaign.
Where there is stronger messaging required to align with a media campaign, a Promotional campaign page can be created.
Rules for campaign blocks
- When creating a campaign, use a clear name that includes an indication of subsite and date span of intended use so they are easy to locate when we have a lot of campaigns in the CMS. (The campaign name does not display on the website.)
- You can feature a video instead of an image within a secondary campaign.
How to create a primary or secondary campaign

Step 1: Resize your campaign image
Primary campaign
For a primary campaign, your image needs to be resized to 699 pixels wide x 411 pixels high (keep this dimension proportional). This image has a diagonal crop when displayed, so choose the image where a vital part won't get cut off (such as a person's head).
Secondary campaign
For a secondary campaign, your image needs to be resized to 580 pixels wide x 340 pixels high.
You can also use the CTA icons in secondary campaigns. These have already been uploaded to the Media Library. Find out more about these icons in a below accordion.
Step 2: Create your campaign
Select Structure > Block layout > Add custom block > Campaign or Campaign with video
Campaign with image
You need to add:
- Block description*
- Title*
- Body (optional)
- Featured image (optional) TBC
- Image dimensions:
- Primary campaign block image: 699px wide x 411px high
- Secondary campaign block image: 708px wide x 412px high
- CTA link - this will display as a button in the campaign feature. It's best to keep this to a maximum of 70 characters
Campaign with video
Campaign with video can only be used on Secondary campaigns.
You need to add:
- Block description*
- Title*
- Body (optional)
- Featured video - this will open the Library where you can select a previously uploaded video or use Add embedded video to add a new video.
- CTA link - this will display as a button in the campaign feature. It's best to keep this to a maximum of 70 characters.
- Link text - text which will display on the button inviting users to make a Call to Action. For example, Watch the Monitor's update.

Step 3: Insert the campaign on a page
- Open the page where you want to insert the campaign – this page must have been created using the Landing page template.
- Click on the relevant tab: primary campaign or secondary campaign.
- In the text field, start typing in the name of your campaign and select it from the list that drops down.
Step 4: Change the page status to Needs Review and save
Once you're happy with your primary or secondary campaign, save your update and change the state from Draft to Needs Review, then select Apply.

You can select from the following CTA icons if they relate to your campaign. These should only be used in secondary campaigns as the primary campaign cropping doesn't work well with these images.
Arrow pointer
This can be used as a generic icon. For example: to encourage a user to find out more, submit a form or request something.
Hand pointer
This can be used as a generic icon. For example: to encourage a user to find out more, submit a form or request something.
Square speech bubble
This can be used as a generic icon. We recommend using this for communicating the latest news or updates.
Question mark
Use this where you're providing an update or more information about a particular topic.
Speech balloons
Use this when you'd like to engage/have a conversation with your audience.
Trophy
Use this icon if you're:
- calling for award nominations
- celebrating an achievement
Book
Use this icon to highlight a framework, guidelines or a policy.
