In preparing for the next steps at Fishermans Bend the Department of Transport and Planning developed a draft Montague Precinct Implementation Plan(opens in a new window) and draft Fishermans Bend Urban Renewal Area Development Contributions Plan(opens in a new window), for public feedback. This stage of engagement has closed.

Montague Precinct Implementation Plan

The Montague Precinct Implementation Plan includes conceptual detail around the proposed approach to:

  • place creation and activation
  • laneways and character
  • local streets and parks
  • economy and activity
  • connections and gateways
  • infrastructure delivery principles and delivery packages, and
  • future policy work.

Development Contributions Plan

The Fishermans Bend Urban Renewal Area Development Contributions Plan (DCP) sets out a funding approach to deliver over $2.65 billion of essential precinct infrastructure across Fishermans Bend to 2055 and how development will contribute towards these costs. The DCP:

  • Includes key open spaces, establishing the local road network, major drainage infrastructure, and key community hubs in each municipality.
  • Prioritises funding for over 120 infrastructure projects across Fishermans Bend over three phases to 2055.
  • Is supported by Draft supporting planning controls which also propose to introduce development incentives to support delivery of open space.
  • Will replace the existing ‘interim’ development contribution arrangements that have been in place since 2015, providing greater certainty and transparency regarding infrastructure funding and delivery.

All submissions were referred to the Precincts Standing Advisory Committee (PSAC) for independent review and advice. The directions hearings were held in April and May 2024, with public hearings in November and December 2024. All authors of submissions were notified about the process.

The PSAC report was publicly released in late April 2025 and is available on the PSAC website.

The report finds that the proposed DCP and accompanying Open Space Uplift are strategically justified, and supports the amendment proceeding, subject to some refinements.

This represents a significant step forward in providing certainty regarding infrastructure funding and delivery in Fishermans Bend.

The Department of Transport and Planning is working through the implications of the PSAC Recommendations with City of Melbourne, City of Port Phillip and Melbourne Water prior to the finalisation of the DCP.
