The train fleet will be built with at least 60 per cent local content – trains are being assembled in Newport in Melbourne's west using locally made systems and components.

Workforce facts
- 175 manufacturing jobs at the Newport manufacturing facility
- hundreds of jobs for local suppliers throughout Victoria, including regional areas
- 450 jobs at the peak of construction for the new depot in Pakenham East and 100 long-term rail maintenance jobs.
The High Capacity Metro Trains Project is being delivered in accordance with the Victorian Government's Major Projects Skills Guarantee.
The workforce includes 15 per cent of positions for apprentices, trainees or cadets and 7 per cent for workers that face barriers to employment. These workforce development commitments will be supported by specialist recruitment organisations.

Industry partnerships
A range of training and education opportunities will be provided through initiatives and partnerships including:
- a partnership with Chisholm TAFE to offer industry specific training for workers to provide career pathways for people currently working in the rail industry and broader manufacturing sector
- a partnership with Swinburne University of Technology to deliver 30 engineering rolling stock cadetships over five years - the first cadets started in July 2017
- opportunities to assist workers' transition from the automotive industry to the Victorian rolling stock industry
- dedicated training facilities at the Newport manufacturing facility and Pakenham East depot.
