You usually need to pay an application fee when you:
- apply for a new liquor licence or BYO permit
- want to make changes to an existing licence or permit.
The fee is non-refundable, even if we do not approve your application.
Fees are for the 2025–26 financial year. Fee units are updated each year by the Department of Treasury and Finance.

How fees are set
Application fees are set in the Liquor Control Reform Regulations 2023.
The fees are based on the risk of alcohol-related harm.
Larger venues that stay open late and have higher risks usually have higher fees. Smaller, lower-risk venues will have lower fees.
This model helps reduce costs for small businesses.
Risks are based on your:
- licence type
- venue's trading hours
- venue maximum capacity (how many people your venue can hold)
- floor space (relevant for some licence types).
