Make changes to your liquor licence

You can apply to change your licence or permit conditions, such as:

• trading hours
• maximum patron capacity
• size of your licensed area (red line plan)
• general conditions of the licence or permit.

Application fees

If you want to vary your licence or permit conditions, you need to pay a non-refundable application fee(opens in a new window) (unless you are reducing your trading hours, patron capacity or licensed area).

The fee is $252.20.

To apply:

Reduced trading hours, patron capacity and venue size

It is free to reduce either your:

• trading hours
• maximum patron capacity
• size of your licensed area.

If you are a live music venue with live music conditions on your licence, you can apply to change them for:

• security guards (crowd controllers)
• CCTV cameras
• Responsible Service of Alcohol (RSA) trained staff.

There is no fee to apply for these changes.

If you want to make any other types of changes, read the information above on changing licence or permit conditions.

How to apply

You can tell us the maximum number of customers your function room holds.

This may reduce your renewal fees if:

• your function room is currently included in your venue’s maximum patron capacity
• you do not use the function room as part of your regular operations (it’s only used for functions).

There is no fee to apply.

How to apply

You can apply to allow another business to:

• operate part of your licensed venue and serve your alcohol as part of their business
• sublet part of your licensed venue.

You can apply for one or both of these options.

This is only for areas included in your red line plan.

You need to pay a non-refundable application fee.

The fee is $252.20.

If you apply for both approvals, you pay double.

How to apply

If you have a producer's licence, you can apply for approval to sell your own alcohol at promotional events (for example, farmers' markets, festivals).

You need to pay a non-refundable application fee.

The fee is $168.10.

If you apply to make any other changes at the same time, the fee will be higher.

You can apply to change your licence from one type to another.

If you want to change your existing licence to a producer's licence, there is no fee for this change.

For any other licence or permit types, there is a non-refundable application fee.

Many clubs share facilities seasonally, such as football in winter and cricket in summer.

The Liquor Control Reform Act 1998 requires that a single licensee must be responsible for a liquor licence. When 2 or more clubs share the same venue over a 12-month period and each holds their own liquor licence, both pay annual licence fees.

To reduce licence fees and administration, you can merge your clubs.

You need to pay a non-refundable application fee.

The fee is $252.20.

Before you apply

If you want to merge, consider governance, profit sharing and legal arrangements, such as leases with local councils.

Liquor Control Victoria cannot advise on your club structure, but we can explain the licensing options if you contact us.

If you are relocating your licensed venue, you can apply to update the street address on your licence or permit.

You need to pay a non-refundable application fee.

If your business name (the name customers know you as) has changed:

1. Email us at contact@liquor.vic.gov.au with your licence number and new business name. If the name of the legal entity that holds the licence has changed (for example, a company has changed name), also attach a document that provides evidence of this.
2. We'll update your licence and let you know when it's ready.
3. Download your updated liquor licence from the Liquor Portal.

You must tell us within 14 days if your directors change.

A director is a person who has control of a public or private company.

Add a director

You must get our approval to add a director before you make this change and notify ASIC.

You need to pay a non-refundable application fee.

The fee is $252.20 per licence.

Remove a director

There is no fee to remove a director.

How to apply

To apply to add or remove a director, complete the application form on the Liquor Portal(opens in a new window).

You can apply to add or remove a partner.

All partners must sign the application form.

Add a partner

You need to go through the same process as if you are transferring a licence or permit.

Remove a partner

There is no fee if you want to remove a partner.

You must tell us within 14 days if your associates change.

You may be penalised if you do not do this.

An associate of a licensee is someone who either:

• has a financial interest in the business
• can influence how alcohol is sold or how the business is run
• is a relative involved in running the business.

For companies, this also includes associates of directors.

There is no fee for this change.

To notify us, email the details of the change to contact@liquor.vic.gov.au.

You can apply to add, remove or replace a nominee.

A nominee is a person approved on a licence, usually the manager of the licensed venue or location.

They do not need to be a director or executive committee member.

What a nominee does

The nominee is responsible for running the licensed venue, in addition to the licensee. They are legally responsible for any offences that occur there.

You are not required to have a nominee, unless all your directors or executive committee members are interstate or overseas. In that case, you must have a nominee that's based in Victoria.

You can only have one nominee and they must be a person (not a company).

Add or replace a nominee

You need to pay a non-refundable application fee.

The fee is $252.20 per licence.

Remove a nominee

You must tell us within 14 days if your nominee is no longer managing the licensed venue.

You may be penalised if you do not do this.

There is no fee to remove a nominee.

How to apply

To apply to add, remove or replace a nominee, complete the application form on the Liquor Portal(opens in a new window).

There is no fee for updating contact details.

It is important to keep them up-to-date so we can contact you.

Update a postal address

We usually contact you by email, but we may still send mail to the postal address listed on your licence.

To update your postal address:

1. Log into your Liquor Portal account.
2. Click on ‘Associated licences’ on the left menu.
3. Check that your liquor licence or permit is in the list (if it's not, you will need to associate your licence first. Go to 'Associate licences' and follow the prompts. You need your PIN, which is on your renewal notice or grant email).
4. Click on the ‘Actions’ button next to the licence you want to update.
5. Select ‘Postal Address Change’ on the new menu.
6. Update the postal address, tick the box at the bottom of the page and press update.
7. Download a new copy of your updated licence.

Update an email address

We usually email you all important information, including your annual renewal invoice.

The email address we use to contact you can be different from your Liquor Portal login.

To update your email address:

1. Log into your Liquor Portal account.
2. Click on ‘eLicence' on the left menu.
3. Check that your liquor licence or permit is in the list (if it's not, you will need to associate your licence first. Go to 'Associate licences' and follow the prompts. You need your PIN, which is on your renewal notice or grant email).
4. Click on the ‘Actions’ button on the right side of the licence you want to update.
5. Select ‘Update email’ from the new menu.

As an owner or mortgagee of a licensed venue or location, you can notify us of your contact details.

There is no fee to apply.

How to apply

You can apply to allow minors to attend your licensed venue for an underage event without a parent, spouse, legal guardian or other responsible adult.

There are strict conditions for these events.

You need to pay a non-refundable application fee.

The fee is $252.20.

How to apply

2. Complete and sign the form.

3. Email the form to contact@liquor.vic.gov.au.

You can apply to allow minors (under 18s) to be at your licensed venue without a parent, spouse, legal guardian or other responsible adult.

There is no fee to apply.

How to apply

You can apply for an extension of time to comply with RSA training requirements or to receive a permanent exemption.

You must be the licensee with one of these licence types:

• General
• Late night (general)
• On-premises
• Late night (on-premises)
• Packaged liquor
• Late night (packaged liquor).

There is no fee to apply.

Licensees can apply for an exemption from the requirement to provide free drinking water.

In assessing your application, we'll consider the:

• risk of alcohol-related harm
• burden of supplying free water.

For example, we may grant an exemption if your venue has no access to mains water and the lack of free drinking water will not increase alcohol-related harm.

There is no fee to apply.

How to apply

It will ask you to explain why you are applying for an exemption. Give enough detail so we can properly assess your application.

For example, if you do not have a readily available water supply, include details of:

• the nearest existing source of drinking water
• any restrictions on its use
• any alternative ways of providing drinking water, including restrictions or costs.

You need to pay a non-refundable application fee.

The fee is $252.20.

You will need to prove you have:

• the right to make this application (for example, if you are the owner your proof might be your latest rates notice or property title. If you are an administrator or liquidator, your evidence might be a court document that confirms insolvency.)
• possession of the property and the current tenant has left (for example, with an eviction notice or expired lease agreement).
