Federation TAFE, working with Federation University Australia, developed the LEAD Training Package to help construction and manufacturing workplaces in Victoria’s Central Highlands become more inclusive. The project ran from June 2024 to August 2026 through the Local Skills Partnerships Program.
LEAD provides practical leadership and management training designed with input from industry, training providers and government. It responds to regional workforce challenges by helping employers build supportive workplaces that can attract and retain a wider range of workers and apprentices.
The package includes learning modules, workbooks and workplace examples. People can complete the training online at their own pace or take part in facilitated sessions. Testing showed that participants improved their understanding of inclusive workplace practices. Facilitated, workplace-based training attracted the strongest participation, particularly when senior managers supported and organised it. Online training remained a flexible and accessible option.
The project found that employers were more likely to participate when they understood the practical benefits, such as better workplace culture, stronger employee retention and access to a broader labour pool. It also highlighted the importance of early industry partnerships, clear communication and senior management support.
LEAD is now available online, with printed workbooks available for interested organisations. Although long-term effects on attraction, retention and apprenticeship completion will need further evaluation, the project has created a practical training resource and evidence to guide future delivery. The approach could also be adapted for other industries and regions. Interest has already been shown by TAFE and industry organisations, including groups working with electrical trades in South Australia and Western Australia.
